totally. bad for me, as someone who got all four flame lords to chapter 4 before deciding to roll with Theodora. this game’s structure has been frustrating me to no end, but i’m really enjoying the characters and stories (well, outside of all the modern/future tech stuff).

i had this same thought, but i think you did it exactly right. you'll get completion bonuses when you start a new character's part 1 and you can skip part 2 with any/all other characters. (but i hear two characters can be recruited in part 2 only by dietrich or leda.)

I agree with this. A tutor isn't just a second copy of the strongest card in your deck. It's a second copy of whatever the strongest card is in your deck for that specific moment. That is incredibly powerful at any bracket. Cheap, unrestricted tutors need to stay GCs in my opinion.
