Since 2020, at least nine lawsuits have been filed against Portland’s largest homeless services provider, most in Northern California, where the nonprofit is headquartered. Most of the lawsuits were filed before the City of Portland signed a $50 million contract with the nonprofit.

I understand your point, the decision was made for the sake of clarity since being kicked out of a property is a de facto eviction and it’s a term most understand vs exits which implies voluntary departure as a term. While these may or may not be de jure evictions a judge has yet to weigh in.
