#OnThisDay, June 13, 1966, SCOTUS ruled in “Katzenbach v. Morgan” to uphold protections of the Voting Rights Act for Puerto Ricans in NYC facing English-only literacy tests. The 7-2 decision affirmed Congress’s power to expand civil rights under the 14th Amendment.

#OnThisDay in 1948, Puerto Rico’s Gag Law (La Ley de la Mordaza) was signed—criminalizing flags, songs, & speech in favor of independence. Owning a Puerto Rican flag became illegal. The Gag Law remained in effect for nine years until it was repealed in 1957 on the basis that it was unconstitutional.
