Article 86 of the 1916 Articles of War defines going AWOL. The lunch counter expression "86" goes back to at least the 1930s. Maybe the expression started as a running joke in army chow-lines when cooks told soldiers that a menu item was missing/AWOL! 86 can also mean to throw out food or a person.

When there was a case of plague, Soviet authorities would close the affected area and prophylactically give EVERYONE antibiotics. It was heavy-handed, but necessary because because people infected with pneumonic plague spread it because they don't have symptoms until they are close to death.
