California’s school fiscal oversight system isn’t broken. One local dispute doesn’t justify rewriting statewide law in the final days of session. Sac City students deserve solutions, not political maneuvering. I urge the Legislature to reject this rushed proposal.
Dark blue, light blue and white graphic with black text that states: State Superintendent Tony Thurmond Responds to Legislative Proposal to Change California’s School Fiscal Oversight System. “Sacramento City Unified faces long-standing, serious fiscal challenges, but one local dispute does not justify rewriting California's statewide fiscal oversight system in the final days of the legislative session. The existing system provides multiple layers of accountability, with important roles for the district, county, the Fiscal Crisis and Management Assistance Team (FCMAT), and state. It also provides an additional safeguard when a district needs more support to get back on the path to financial stability. That's exactly how I approached Sacramento. I have not assumed the county's fiscal oversight authority. I have brought the parties together, relied on independent fiscal expertise, and continued working toward long-term stability for the district.Dark blue, light blue and white graphic with black text that states: State Superintendent Tony Thurmond Responds to Legislative Proposal to Change California’s School Fiscal Oversight System. “Our shared goal should be to keep Sac City solvent and avoid an emergency state loan and receivership. With approximately $68 million in debt-free fiscal relief among the options still available, we should pursue every available avenue—not change statewide law while the district faces serious financial challenges. Sac City students and families deserve solutions, not political maneuvering.

With significant change on the school board and a recently appointed Superintendent, the district’s leadership deserves an opportunity to bring forward new solutions. We should give that process a chance to work—not close off options before those solutions can even be considered. The county cannot allow past disagreements to stand in the way of the district’s new leadership charting a different path forward.Dark blue, light blue and white graphic with black text that states: State Superintendent Tony Thurmond Responds to Legislative Proposal to Change California’s School Fiscal Oversight System. “Nothing happening in Sacramento demonstrates that California's fiscal oversight system is broken or requires an emergency change in state law. If California wants to reconsider how fiscal oversight should work statewide, that conversation deserves the normal legislative process, with public hearings, analysis, and input from those affected.

I urge the Legislature to reject this rushed and unnecessary proposal.”

California’s nearly 6 million students are focused on learning, growing, and preparing for their futures. That’s the reality in our schools—and that’s where our focus should be.

The Trump Administration used its White House back-to-school event to attack California schools and threaten federal education funding. My response:
Graphic with blue border and photo of man. Black text on white background that reads:
“The Secretary is describing a California that doesn't exist. What exists: nearly 6 million kids working on reading, math, and getting to graduation. The Trump Administration has no interest in that reality - so it's inventing one that isn't there. That doesn't help a single child learn to read or excel in STEM.
In twenty years of back-to-school events, no parent has ever asked me about ‘radical experiments.’ They ask about counselors, qualified math teachers, and getting phones out of their kids' hands during class.
That's the work. Secretary McMahon has a standing invitation to visit any California school she wants - she picks the district. We'll talk to parents together. Then we can have an honest conversation about federal funding stability and the special education dollars Washington promised - and never delivered.”

Productive conversations continued today as we brought SCUSD and SCOE together to work toward fiscal solutions. The discussions can be tough at times, but both sides remain at the table and focused on a path forward.
