86? Began my career as a prosecutor in the NY County DA's Officer (think Law & Order), serving in both the Trial and Racket units. I have never heard the term "86" used by criminals to mean kill. I do know it is a restaurant term. I don't think it appears in any mob movies/TV shows.

If the state takes you into custody, it takes on a duty of care. CBP knew Alam was nearly blind, disabled, and alone in a strange city. They abandoned him at night outside a closed restaurant. He died. The ME says homicide. No agency that does this should call itself a “border protection” force.
