DEMOCRACY UNDER SIEGE
“The images aren’t earning sings: they’re five-alarm sirens for democracy on life support.” – POV Magazine
Acclaimed editorial cartoonist Ann Telnaes offers a razor sharp critique of American political hypocrisy before the 2024 election. Can the nation preserve its democratic ideals, or will it fall prey to an authoritarian takeover?

In a cartoon my Jeffrey Koterba, President Donald Trump is depicted skiing down a snow-covered hill. Behind him, the ski tracks form the outline of a woman’s torso, a reference to the birthday greeting to Jeffrey Epstein allegedly penned by Trump in 2003 and disclosed in 2025.
The tracks lie either side of tree, an allusion to a well-known Charles Addams cartoon, and it stands in the spot on the 2003 doodle where Trump’s signature was placed to suggest a female pubis. The trunk of the tree is marked “truth”.
The cartoon is seen as part of an episode of the “CagleCast” series; at right are the faces of Daryl Cagle, Adam Zyglis, Rick McKee, and Jeffrey Koterba, all editorial cartoonists.

3/5 In a cartoon by Côté, a cartoonist seated working at a drawing board is bombarded with various objects (arrows, bouquets, bricks, daggers, flower pots, lanterns, shoes) as well as emoji and is protected from impact by the leading edge of the board. The tagline reads “Que devíent le métier de caricaturiste? (Whatever happened to the cartoonist’s profession?)”4/5 Recommendations
Press cartoonists operate in a hostile environment on social media.
The value and place of press cartoons in the media ecosystem must be promoted and developed by the so-called traditional media, which have a role to play in the very survival of press cartoons.
Traditional media outlets that publish press cartoons must assume their editorial responsibility and guarantee their solidarity with press cartoonists, not only when legal proceedings are initiated, but also when controversies and/or attacks targeting a cartoon and/or a press cartoonist are launched on social media.5/5 Find all the recommendations in the report.

2/2 A.I. affects cartoonists more than most as their work was misappropriated in its development & is now manipulated & abused using those tools. They need protection going forward. @cartooningforpeace.bsky.social @freedomcartoonists.bsky.social @rsf.org @forhum.bsky.social @cgfoe.bsky.social
3/5 Recommendations
The risks associated with the use of artificial intelligence must be anticipated.
It is imperative to ensure the traceability of content through metadata or systematic, undetectable and unalterable watermarking of published press cartoons in order to control the dissemination of content and detect possible manipulation by third parties.
The training databases for image generation models should be transparent and open or audited via dedicated platforms, enabling the identification and tracing of content produced by press cartoonists and misappropriated by developers.4/5 Recommendations cont.
Distribution platforms (particularly social networks) must actively monitor content, including:
* identifying authentic cartoons and their verified authors;
* reporting cartoons that have been modified or generated by AI.
Collective bargaining mechanisms should be organised to compensate cartoonists for the economic and moral damage resulting from the unauthorised use of their works in AI systems.
The use of protected works in training databases must be subject to explicit opt-in  by press cartoonists, with no assumption of consent.5/5 Find all the recommendations in the report.

5/6 Recommendation
Female press cartoonists must be better protected against technology-facilitated, gender-based violence. 1/6 Women press cartoonists facing gender-based online violence
Cartooning for Peace, Cartoonists Rights, Freedom Cartoonists, Reporters Without Borders2/6 Findings
64% of women surveyed reported receiving misogynistic comments online.
Female cartoonists are significantly more likely to be targeted because of their gender than their male counterparts. This finding highlights the particular challenges women face in this profession, including misogynistic comments and gender-based harassment.

*Data from the research “Online experience of press cartoonists: global survey on freedom of expression” conducted among more than 250 editorial cartoonists as part of a project supported by UNESCO’s Global Media Defence Fund (GMDF).3/6 In a cartoon by Bénédicte (Switzerland), a female figure in sneakers, jeans, a striped jersey and a red hood carriers a basket through a “forest” of screens, cell phones and digital devices, stalked by a wolf-shaped mass of zeros and ones.4/6 Findings cont.
Female cartoonists also report higher levels of anxiety related to their online experiences. Female cartoonists may feel more vulnerable in the digital space, likely due to the intersection of gender and occupational risks.

1/5 Regulating shadow banning of press cartoonists
Cartooning for Peace, Cartoonists Rights, Freedom Cartoonists, Reporters Without Borders2/5 What is it?
Shadow banning refers to the practice whereby a digital platform limits the visibility of a user's content or account without warning them. This practice affects many  cartoonists.
Nearly 50% of cartoonists suspect they have been victims of a "shadow ban."
In Asia, cartoonists report greater suspicion in this regard.

4/6 Recommendations
Reporting
Editorial cartoonists should report online insults and threats against them more systematically.
Insults and threats should not be trivialised or left unanswered by platforms: they have a responsibility to moderate illegal content.
Under the Digital Services Act (DSA), cartoonists based in the European Union should forward any illegal content they receive to trusted flaggers so that it can be systematically reported to platforms.5/6 Recommendations cont.
Improving reporting mechanisms
The mechanisms for reporting illegal content on digital platforms must be improved in order to better protect press cartoonists and preserve their freedom of expression online.
They must be more accessible, transparent, effective and efficient, and be accompanied by clearer and more regular communication with platforms.6/6 Find all the recommendations in the report.

3/6 Findings cont.
Example: In India, the authorities make extensive use of online censorship. They rely on the Information Technology Act 2000 to require platforms to remove content, particularly content critical of the government.  A new censorship mechanism, designed to circumvent Supreme Court rulings, allows the police to request the removal of content: the Haryana State Police recently had hundreds of pieces of online content removed.

Image shows cartoon by Gaurav Sarajevo, a mock magazine cover depicting Indian prime minster Narendra Modi seemingly delighted to be covered in bird droppings, beneath a perching dove of peace that resembles US president Donald Trump.4/6 “My post did not spread hatred or misinformation, it was neither vulgar nor communal. It was a satirical cartoon, and a cartoon must necessarily be satirical. I am prepared to go to court, because they cannot restrict my Instagram account by invoking a violation of local legislation on the basis of a simple cartoon.”
Gaurav Sarjerao, Indian cartoonist whose Instagram account was blocked at the request of the Haryana State Police5/6 Recommendation

Moderation
No final decision should be based solely on algorithmic moderation: moderation based entirely on artificial intelligence will not accurately interpret the contextual, cultural, and political content of cartoons.
Moderation decisions concerning journalistic and satirical content must be taken by specialised  teams, fully cognizant of  local issues, reflecting a diversity of sensibilities and representative of society, specifically trained in handling reports, working independently of national authorities and in close collaboration with specialist lawyers.5/6 Recommendations cont.
Reasoned decision
Cartoonists must receive notice of any moderation measure affecting the visibility or dissemination of their content -, with reasons given, as with any moderation decision.
Appeal
Access to an appeal platform must be guaranteed in all circumstances and appeal mechanisms must be strengthened.6/6 Find all the recommendations in the report.

A super-heroic cartoonist figure is depicted in shades of yellow and purple, the corporate colours of the CARTOONISTS RIGHTS organisation. They hold a pencil in an oversized, foreshortened right fist, and roll their shirt sleeve with the left hand; their tie flies in the wind, and they wear a hat, spectacles, and wristwatch. They bear a stoic expression with a large, jutting chin.

Beneath a red “censored” stamp, an editorial cartoon by Ann Telanes depicts Jeff Bezos (Amazon, Washington Post), Sam Altman (Open AI), Mark Zuckerberg (Meta), Patrick Soon-Shiong (LA Times) and Mickey Mouse (Disney) variously offering money in tribute, applying lipstick in advance of kissing, and lying prostrate before a giant statue of President Trump; the sketch that was rejected by editor David Shipley, leading to Telnaes’ resignation from The Washington Post in January 2025.

In an engraved self-caricature by the legendary satirist Thomas Nast, the cartoonist sits upon a stool, wearing a three pece suit and distinctive, pointed beard. He holds a stylus and slate bearing the message: “Republican slate (?) For President of the United States, H. Fish of New York; for Vice President, Gov. Hayes of Ohio”
