What could the eighth amendment have meant by "cruel and unusual" punishment if this or giving someone a nonlethal overdose of old sleeping pills doesn't qualify?

Not a lot of people in their 20s die of pneumonia. Saying she caught something unknown but severe enough to destroy 28 year old lungs is kinda worse?

This puts into my mind the concept of cyber combined arms. The disruptions map the users of Yandex cloud, in the next 24 hours a lot of insecure recoveries will take place, and DOS resistance will be reduced. If you coordinate strikes and hacks, could be effective.

Apparently livestreaming an execution and giving someone an overdose of sleeping pills isn't "cruel and unusual." I'd hate to see what is!

This is very true. If they had access to the normal financial system they could stabilize everything in short order assuming the war also stopped (no more damage, no more massive spending on things of no value). But in their position the problems are getting serious and the solutions more painful.

A Sargan-3000 USV is cheaper than a destroyer but it relies on stuff like Starlink and microchips that cost billions and billions and billions to invent, develop, manufacture, deploy, and maintain. War is still supremely expensive, but the cost moved.

Tanks and pumps are both good here. They cost a ton of money and contain valuable product. The pumps don't have parts only made by sanctions-observing countries like the refineries do and they send drones so often now as long as it hits something more valuable than itself it is good.

decades of research lost because they wouldn't pay to keep a refrigerator on. What's amazing is how stuff is back to business as usual, just lower quality and more expendive. We shot ourselves in the foot and kept walking.

What was lost all over in the last two years is a tragedy. Replaced with nothing, not even savings. If they had actually saved money I could understand that. Contracts paid then canceled before the government got the goods delivered,

I recall seeing a public US Navy presentation about a surface ship with a low radar signature, undetectable by anything except a pair of eyes in a nearby boat. Then he showed what the fishing grounds near Asia looked like. I tell the people I train now to always look at data with their eyes.

It's funny you say this because the amount I know about commercial fishing might surprise you. Locally, at least, they were initially optimistic about no more regulations. Then the regulations stayed but the functioning of government stopped. Then tariffs screwed up exports and ICE took the workers.

Same organism though, just a difference of infecting the lungs vs infecting the lymph nodes (buboes). It can infect other systems as well. Pneumonic plague is deadlier and more contagious in the modern world than a bubonic plague infection.

You can't control this disease by ruthlessness. If it really busts out then it requires good sanitation practices in every city and well maintained buildings, keeping animals in a good condition, rodent control, etc. Meanwhile russia just finished scattering a huge pile of unwanted grain all over

defeat is inevitable. The advantage they can deploy right now is manpower. Someone is watching the borders, the ports, the crypto networks, etc. Most of what they do is simple and brazen. The last thing is fixing problems in general: energy, cybersecurity, and corruption. That's their oxygen.

The EU is never going to be nimble and integrated like Ukraine is now. Sure, take steps in that direction but they will always be slow. The only right lesson to learn is that weakness invites attack. If EU unity and resolve increase because of russia's actions then those actions failed and russia's

I don't know enough about EU law to know how egregious the ruling was. I don't like the result but ultimately rule of law requires the legislative body to make good laws that don't leave much room for judges to make decisions. The EU parliament has been nipping and tinkering and judges will too.

Ultimately the problem is the sanctions don't go far enough. It's the same problem that the US Congress made for itself, can't summon the will to do the right thing so a half measure is sent to the courts for them to fix. Periodically courts push back on that, always at the worst time.

I learned this year that apparently the lives of mariners are worth zero and you take your life in your own hands every time you step on a cargo ship. Who the hell is ever gonna sail one of these ships in the future? Anywhere you go a war could start and the first target will be you, apparently.

Exactly right. This is an enormous genocide in progress. Chechens, Buryats, prisoners, and others are being used to kill Ukrainians. Meanwhile Ukraine functions like one big extermination camp for "undesirable" russians. This is among the most heinous acts in history.

They're not buying it, they're selling it which is even worse. Aluminum (comes from alumina) is in everything that flies, radars and sensors, and it's the key to thermobaric explosives, fuel for ballistic missiles, and adds the prolonged burning effects you see in some other explosives.

There are enormous reasons to doubt their ability to contain an epidemic. Locking up a few buildings is a good start but if it's already spreading outside the building then they need a whole public health and sanitation apparatus they don't have.

What a crazy situation, pneumonia is exactly the condition people are concerned about. Pneumonia that kills a 28 year old previously healthy enough to work is serious business regardless of cause.

Someone local shared pictures of the hospital. Absolutely not tight to rodents and fleas. This is a crumbly old Soviet sanitarium we are talking about, not anything like a modern facility designed to handle a situation like this.

With access to international credit markets the amount of money they owe could be restructured easily. The seized assets could form the basis of reparations for Ukraine. So productive multilateral negotiations are possible if russia would engage. But, on the other hand, they have businesses

Yes and no. First, the sooner the war ends the smaller the problem is. The issue only became unmanageable in the last year or so. It gets worse every day the war continues. The other key here is sanctions and seized assets.

And they have bizarre ideas about what looks better. Is it better to load more and look busy? Or is better to load less and say it went by boat? And you need to figure out who is being lied to. Is the railway evading taxes? Is someone secretly exporting diesel? Or maybe hiding military transport?
