Subject: [CLAtalk] President Trump's "Temporary Pause" of Federal Funding
California Libraries & Librarians –
As many of you may already know, President Trump has issued a directive ordering federal agencies to “temporarily pause all activities related to obligation or disbursement of all federal financial assistance.” This “pause” becomes effective today at 2 PM, California time.
At least one lawsuit already challenges the action and seeks a temporary restraining order. Several state attorney generals also say they will file suit.
The State Library doesn’t yet know what the full effect on California will be but State Library operations will continue as they are now for the foreseeable future.
Here’s what we’re doing:
We have requested from the Institute of Museum and Library Services an immediate drawdown of the remaining funds due California this federal fiscal year to keep our budget whole.
We are also seeking clarification from the institute on the short term and potential longer term impact on California of the president’s action.
Given the freeze coming at this point in the state’s fiscal year, we believe that all recipients of federal grant funds from the State Library who already requested their second (40 percent) payment, will soon be provided all funds except the 10 percent reserved for payment at successful project completion.
Here is a list of the programs the Institute of Museum and Library Services must freeze and then justify to the Office of Management and Budget:
