Wildfire survivors and communities already carry enough of the burden. California’s wildfire liability proposal should ensure they have the resources they need to recover, rebuild and move forward.

California shouldn’t limit wildfire liability for public utilities like PG&E
OPINION: Gov. Gavin Newsom and the Legislature are reportedly considering proposals that would limit or absolve investor-owned utilities of liability for wildfires their equipment caused.

PG&E and SCE paid nearly $2.7 BILLION in shareholder dividends in 2025. Now investor-owned utilities want to limit what they pay when their equipment causes catastrophic wildfires. IOUs can afford accountability.

CSAC’s Board of Directors met today to receive key updates, including progress on the 1100 K Street renovation. Members received a legislative update and discussed several of California's November ballot measures. The Board voted to support Propositions 1 and 3, and to oppose Proposition 43.

California State Association of Counties @cacounties.bsky.social · 20/08/2026
Investor-owned utilities want special treatment: limit what they pay for wildfires they cause and leave communities with the rest. Meanwhile, billions go to shareholders. California shouldn’t protect IOU profits at the expense of taxpayers and wildfire survivors.

California counties won’t stand by while Sacramento rewrites the rules after a wildfire. Fire survivors and communities — not investor-owned utilities and their shareholders — must come first.

Exactly right. If the state waives developer impact fees without backfilling those costs, it creates yet another unfunded mandate for local governments and the taxpayers they serve. That’s not a housing solution.
