Sorry but a 1961 Act and 1964 EO 11145 allows for this type of renovation and addition to the White House. These also places decision making authority in the hands of the Executive Branch, that would be President Trump ATM. Your TDS is showing.

Who's approval is needed? Surely not yours, mine or even Congress'. Obama even remarked about how small East Wing was and having to use a tent for State Dinners. Trump even offered to build and pay for a ballroom during Obama's term. Obama declined because they were somewhat at odds at the time.

Trump wants it and half of America does not care as taxpayer is not paying for it. Even Obama wanted one after remarking that East Wing was too small for state dinners and he did not care for having to use a tent. Many presidents have done additions or renovations over years. Your TDS is showing.

Obama commented on limitations of WH event space noting that East Room could only accommodate about 200 guests, which was insufficient for gatherings like state dinners. Said hosting these events in tents on the South Lawn less than ideal. Trump offered to build and pay for one during Obama term.
