From what I got out of the video is that health insurance is mandatory although around 1 million fall through the cracks. There is the ability for the uninsured to access healthcare but not at the level of the insured. If you want to call that not truly universal then you are right.

Could not find any reliable source that verifies your claim that Trump uncovered that level of fraud. Biden put into place a plan to hire 87000 Agents over 10 years. Trump canceled. IRS agents investigate tax fraud and conduct tax audits. Not in a position to detect childcare fraud.

Sorry Sandy there has always been fraud. Trump has weakened the institutions responsible for cutting out waste fraud and abuse. The administration has also fired many investigators and regulators. Rampant fraud will continue in both blue and red states as a result.
