The Cost of Heat: Managing Pennsylvania’s Thermal Transition report proposes another pathway for the Commonwealth: an affordable transition to clean heat that relies on and grows Pennsylvania’s already strong thermal workforce. 🎥 Learn more: youtu.be/xsiZTvGPf88?... #EnergySky #ThermalEnergyNetworks
Households Are Energy Burdened and Need Relief
One in four Pennsylvania households struggle to pay utility bills, making continued increases in gas delivery costs a major affordability concern.
New Pipeline Costs Can Cover Electric Equipment Costs
The $2.8 million average cost of a mile of new gas pipeline could be redirected to electrify whole neighborhoods and cover about $40,000 in electric upgrades and new appliances per household.
Transforming Pennsylvania’s Grid and Workforce
Thermal energy networks offer a workforce and grid solution: they cut peak power demand by 40% compared to air-source heat pumps and use a network of pipes that gas workers can install. There’s a Path to a More Affordable Future
Pennsylvania is ready for its next chapter in energy. Our report offers a long-term pathway and a near-term roadmap to stabilize heating bills and evolve Pennsylvania’s thermal sector.

What’s the real cost of Pennsylvania’s gas system? Our new report finds that gas utilities have spent more than $11B on Act 11-enabled pipeline replacements and examines how continued investment in gas infrastructure is affecting household energy costs: buildingdecarb.org/the-cost-of-heat-pa
The Cost of Heat: Managing Pennsylvania’s Thermal Transition | Key Findings Act 11 is driving up gas bills: The Big Six gas utilities have spent more than $11 billion on Act 11-enabled pipeline replacements since 2012, driving up customers’ bills by 67%.The gas system is top-heavy: Gas system investment is outpacing underlying demand, leaving customers responsible for paying for more than twice the amount of gas infrastructure compared with 2013.Customers are paying off pipelines for decades: Financing costs and shareholder profits could turn the $11 billion in pipeline replacement spending into $18 billion to $30 billion that customers will pay over decades.

Happy holidays from all of us at the Building Decarbonization Coalition! ❄️ As we wrap up the year and head into the holidays, let’s take a peek at the key insights that defined 2025 - a year shaped by affordability: bit.ly/4pHvxGu #EnergySky #BuildingDecarb
2025 Wrapped: Building Decarb EditionThe leading driver of inflation? It’s not eggs. In the past year, household gas bills have risen more than twice as fast as electric bills, outpacing the rate of overall inflation by almost 400%. Gas infrastructure is an expensive problem. Electrification is the solution.
On average, 66% of our gas utility bills go toward infrastructure and not energy use. What this looks like is an annual bill of $21 billion that households are collectively paying for gas infrastructure. Heat pumps are trending, and the U.S. is leading.
Heat pumps outsold gas furnaces for the third year in a row, and 90% of owners recommend them. Heat pumps are three to four times more efficient than gas furnaces, which reduces energy use and lowers monthly utility bills.
