pointless endeavor on my part to whine about accuracy, etc. when TCW is involved but amazing how facile this presentation of the type of "love of country" (mind the quotes) Douglass carved out across decades. Also in 1847 Douglass said this:
"I cannot agree with my friend Mr Garrison in relation to my love and attachment to this land. I have no love for America, as such; I have no patriotism; I have no country. What country have I?..."

But Meriwether said that what she sees in discovery sometimes troubles her.

“I see more conscientiousness and transparency now for sure—and an ability to identify a suspect more quickly using technology,” she said.

“But in terms of how the police connected the dots in their investigation and how that led them to my client? That hasn’t improved. Old-fashioned, boots-on-the-ground investigation? That has not improved. I wish I could say otherwise.”

Today's mass overdose in Baltimore also reminds me of what Ricky Morris (RIP Ricky) told me a couple years ago when he described a bad batch from the early 90s:
Back in the early ‘90s, Morris himself overdosed. There was a bad batch going around, one that is now infamous among veterans of Baltimore City’s drug scene. There were horse tranquilizers in it.

“Twenty-one people died and I got hit too, but I was lucky enough to survive because I was around some family members when I used,” Morris said. “And I just snorted back then, you didn’t even hear of people OD-ing from snorting.”

A few years later, Morris’s brother and cousin both overdosed. Only one of them survived.

“Both of them got their heroin together and both of them got a bad batch but my cousin, he went back home to his bathroom and when he OD-ed, he fell and his wife heard him and was able to get him help,” Morris said. “But my brother, he was sneaking because he was ashamed. So he goes up in an [abandoned building] and uses, and there was no one to help him. He ended up OD-ing and dying. When they found him he was cold.”

The war on guns, like the war on drugs, is primarily waged on poor people by small operations units that drive around in unmarked cars looking for trouble.
They're called jump-out boys or knockers, and they do not respond to citizen calls.
Instead, they take away resources and credibility from the patrol officers who do.
They do not solve homicides, and they often damage community trust, hampering the efforts of those who do solve homicides

I think the best way to understand the homicide drop in Baltimore is to understand it as part of a nationwide decline. I think this @jeffasher.bsky.social piece does a great job of looking at murder reductions nationally: jasher.substack.com/p/why-i-thin...
The decline is national in scale. Most (but not all) cities are moving in the same direction, so it's probably not caused by that one unique local program your city launched last year or by a poorly defined idea like ‘hard work’

Latest for Baltimore Brew & The Garrison Project: The clearance rate is up, homicides are down. Baltimore Police say that less murders means they now have the time to solve more of them. But Baltimore Police are making the same number of arrests for murder now as they were in 2005.

Cops in post-consent decree Baltimore are told they need to police "constitutionally," so they manufacture ridic reasons: rolling stops, swerving in lane, using mirror too often, etc. Even when a traffic stop's valid, they use it to search someone's car: www.baltimoremagazine.com/section/comm...
A month prior, on May 25, 2023, Johnson, Gutridge, and detective Zachary Allman stopped A.A. (whose name is being withheld for privacy concerns*) for a broken tail light. When the officers approached the car, Gutridge claimed he could smell cannabis. While A.A. got his registration, Gutridge and others peered into his vehicle.

Allman told A.A. to open his passenger side window. Johnson looked in the car. “There’s definitely some shake [loose marijuana] on that seat,” Gutridge told Johnson.

A.A. was removed from the car. But body-worn camera footage shows no “shake” on the car seat. The officers asked if they could search the car and he said no. They asked again and he refused again. The officers searched the car anyway, telling A.A. that the cannabis smell meant they didn’t need his consent. But there was no cannabis in the car. Instead, the officers said they found a small amount of cocaine in his pocket and a handgun in the glovebox. 

A.A.’s lawyer argued that the DAT members did not have probable cause or consent to search the car.

“Three high-ranking officers were attending to a non-criminal traffic stop of a car with a single occupant inside. Within 90 seconds, that occupant provided law enforcement with all of the information necessary to run his documents and complete the mission of the stop expeditiously,” reads a motion to suppress by A.A.’s attorney. “Upon receipt of these documents, [DAT] prolonged the stop by urging the driver to open the passenger window to enable another detective to investigate the car’s interior, without reasonable suspicion that evidence of a crime would be located therein.”

In DC, a commander pointed out to me how cops, in response to concerns about racial disparity in stops, simply began randomly stopping more white people to record the stop and to adjust ("neutralize") the bias numbers: theappeal.org/dc-gru/
In the letter, the veteran accused the department of misrepresenting data regarding police stops gathered after the 2016 passage of the Neighborhood Engagement Achieves Results (NEAR) Act. The act compels the collection of information about the stop—such as the reason it happened, how long it lasted, whether it resulted in an arrest, and the race of the person stopped—and the release of that data to the public. But the department has a troubled history with compliance.

In February, ACLU-DC sued the police department. “MPD has failed to uphold its promise” of complying with the NEAR Act, the organization wrote in a statement, and “as of February 2021, MPD has not published any data since March 2020, and its published data only covers 6 months in 2019. No data on stops conducted in 2020 has been published.” 

Days after the ACLU-DC filed the lawsuit, the police released stop data from Jan. 1 through June 30, 2020. The department released data for the rest of 2020 the following month and promised a comprehensive 2020 stop data report in April. The 2019 data released in March 2020 was also released after a 2019 ACLU-DC lawsuit. 

The veteran says in their letter that when a judge ordered the release of stop data after the 2019 lawsuit, department command attempted to “manipulate the results” in order to evade accusations of racial bias. According to the veteran, one commander told officers to perform more stops in parts of D.C. with white residents “to balance the number of pedestrian stops against black individuals in her district.” Another commander instructed police to perform more car stops of white drivers “to neutralize the number of vehicle stops made against black individuals in his district.”

O'Malley demonstrably lied about the policy's intended effects and in the process, crushed energy for other approaches to public safety. As the chart shows, arrest skyrocketed during O'Malley administration (~2000-~2007). Amazing that the DNC and Iglesias-brained maniacs keep rebranding this guy
In 1999, Schmoke announced he was not going to run for a third term as mayor. A dozen-plus Democratic candidates entered the mayor’s race, including Bell and O’Malley. O’Malley’s 1999 campaign literature argued that “the use of citations,which make fewer arrests necessary,” would make Baltimore less violent and its jails less full. He argued “fewer people may actually be locked up using quality-of-life policing strategies.” 

What actually transpired under O’Malley was an experiment in mass incarceration that, by the time Devin and his brother were stopped by police in front of their homes in 2003, resulted in over 100,000 arrests a year in a majority-Black city of only 630,000 people.
