I’ve seen apps using progressive blurs to transition content off-screen or behind elements and they often end up looking messy and making the exiting content a focal point. One way you can avoid this is to reduce the max blur radius, and combine it with a gradient fade-out.

i tried to reset my password yesterday & it is IMPOSSIBLE to do without contacting support because it can only be confirmed with my old phone number. even though i have a back up email address & authenticator app activated

Absolutely, in product it can be distracting unless extremely subtle. Even at a agency I worked at where the creative director pushed animations, the clients tended to find it distracting.
