It is an ASSET and is not income. When he sells, that is when he pays taxes. The conveying of the stock bonuses to him IS a taxable event. So if he starts at $100 in stock, he pays taxes on the 100. When he sells 10 years later at 500, he reduces his obligation by the taxes he already paid.

What percentage of all sales did these companies do? The write offs you object to are based on the IRS code. Open to everyone. You can't use NOLCF? Yes you can. You can't depreciate your car? If you use it for business... All of these carve outs are just on a bigger scale. The same tax laws.
