How come META (et al) promise advertisers that their messages can be scrupulously targeted, waste-free to any demographic they choose, and at the same time claim there's a 'significant margin of error' identifying under 16s impacted by any regulatory ban?

It's worth remembering in the light of the Tortoise acquisition that 'The Guardian' hasn't always owned 'The Observer'. It bought it in 1993 from Tiny Rowland. 'The Observer' has existed since 1791. It's the world's oldest Sunday newspaper.

A polite reminder that no-one has yet seen the new Jaguar car (a concept car isn't a production ready car), nor an ad. Jaguar is playing the comms game very well. Annoying all the right people, stacking up the free publicity. The ground has been well and truly laid...

I'm probably going to be drummed out of the ad business for failing to comment (within minutes of its release) on the Jaguar teaser. They say everyone's an expert in two things: their own job and advertising. I think that comment was meant to be ironic. On Jaguar I would rather wait to see the ad.
