The proposed rule change is a terrible idea - it would impose biased, arbitrary, political control over scientific funding, and greatly harm U.S. research, technology development, and higher education.  The extremely biased language in the document indicates the worst of intentions to implement the policy.  Also note:

 - Congress already conducts robust oversight of federal grant-making agencies, including regular reporting and testimony from agency directors.  For example, the National Science Foundation director is legally required to submit biennial reports to Congress (42 U.S. Code § 1885d), and in the past NSF directors and assistant directors have regularly given testimony to Congress.  Congressional oversight is completely sufficient to investigate all of the issues alleged here, and remedy them if they turn out to be actual issues.  Members of Congress have indeed issues critical reports in the past about particular grant-funded projects they wished scientific grant-making agencies to change, as is their proper right and authority.

also they had REU grants specifically right around the time he worked there as an undergraduate programmer (reported as 1991-1994). i dunno if his personal salary/expenses were directly paid by an NSF grant, but the existence of the project & student staff was deeply tied to NSF funding streams

In an emailed statement, OpenAI, the company behind ChatGPT, wrote: “We are deeply saddened by Mr. Raine’s passing, and our thoughts are with his family. ChatGPT includes safeguards such as directing people to crisis helplines and referring them to real-world resources. While these safeguards work best in common, short exchanges, we’ve learned over time that they can sometimes become less reliable in long interactions where parts of the model’s safety training may degrade.”

In its statement, OpenAI said that it is guided by experts and is “working to make ChatGPT more supportive in moments of crisis by making it easier to reach emergency services, helping people connect with trusted contacts, and strengthening protections for teens.” In March, the month before Adam’s death, OpenAI hired a psychiatrist to work on model safety.

And NSF's mission to support diversity is in CURRENT law! 42 U.S. Code § 1885 and its subsections (a), (b), and (c): www.law.cornell.edu/uscode/text/... Congressional intent is explicitly for what's now called DEI.

(a)The Congress finds that it is in the national interest to promote the full use of human resources in science and engineering and to insure the full development and use of the scientific and engineering talents and skills of men and women, equally, of all ethnic, racial, and economic backgrounds, including persons with disabilities.

Good example of how industry AI threatens the credibility of corpus-based social science. MICASE was clearly intended for pedagogical/ling research (image from linked doc), and sounds nice for that. We need non-commercial restrictions to safely allow this type of data collection & research
