No. The transfer window doesn't exist because of a technical limit of the old Metrocard system. Only the last transaction was encoded on the card, so an unlimited transfer window was impossible to write. OMNY, was implemented with the same fare rules. It can be changed now that tech is better.

My point is this. A highway that is one lane with a breakdown lane wide enough to accommodate two trucks passing each other will become a two lane highway in normal traffic conditions because nobody will obey it. Drivers in New York City tolerate a two lane highway with a shoulder.

Can't do this without an act of congress. The highway is a part of the interstate system and did not have tolls on it before 1960, which is the "grandfather clause" which would have allowed you to toll it.
