This is from the death report ICE released to the public. The timeline looks much closer to what the mortality review indicated. But said an officer "immediately called for assistance via his radio." ICE lies.
On August 5, 2025, at approximately 05:20 a.m. EDT, MVPC Detention Officer (DO) found Mr. GE with a cloth ligature around his neck in a shower stall, immediately called for assistance via his radio, and additional MVPC staff responded. At approximately 5:25 a.m., MVPC staff utilized a cut down tool to remove the bed sheet tied around Mr. GE's neck, placed him on the floor, and began life saving measures including cardiopulmonary Resuscitation (CPR) and utilizing an Automated External Defibrillator. At approximately 5:31 a.m., MVPC staff called 911 and requested Emergency Medical Services (EMS). Approximately 5:35 a.m., MVPC staff contacted the Pennsylvania State Police (PSP). At approximately 5:44 a.m., EMS staff arrived and took over life saving measures including administrating CPR. Approximately 6:03 a.m., EMS stopped live [sic] saving measures after the Clearfield County, PA Coroner pronounced Mr. GE deceased. Approximately 6:04 a.m., PSP arrived in C-unit.

The detention officers who found Chaofeng Ge hanging left him there. He wasn't lowered until five minutes later. They didn't call 911 until ten minutes later.

When ICE announced Chaofeng Ge's death by suspected suicide last year, they didn't mention that he was found hanging with his hands and feet tied behind his back. The account in a mortality review ICE posted (& removed) this week also suggests a very different response than initially reported.
Ge was detained at the Moshannon Valley Processing Center in Philipsburg. He had been in ICE custody for five days and was awaiting a hearing before the Department of Justice’s Executive Office for Immigration Review. MVPC staff discovered Ge hanging by the neck and unresponsive in the shower room of his detention pod at 5:21 a.m. They immediately lowered him to the ground, began CPR and contacted Phillipsburg Emergency Medical Services, the Pennsylvania State Police and the coroner’s office. On August 5, 2025, at 5:20 a.m., while conducting unit count, two detention officers (DOs) found Mr. GE, bound at the hands and feet, hanging in the handicap shower stall in C-Unit, pod 4. The DOs left the scene to inform the control officer, and the control officer called the medical emergency. Two medical staff members responded within four minutes, ordered Mr. GE's cut down from the shower stall, immediately initiated cardiopulmonary resuscitation (CPR), applied an automated external defibrillator (AED), and followed the prompts (no shock advised). At 5:31 a.m., custody staff called emergency medical services (EMS). At 5:44 a.m., EMS arrived and took over life saving measures; however, EMS staff were unable to resuscitate Mr. GE. At 6:03 a.m. a Clearfield County, PA, coroner pronounced Mr. GE deceased.

The FEC prohibits federal contractors from donating to candidates or parties. One of GEO Group's approaches to skirt that rule is to use a subsidiary LLC called GEO Reentry Services, which doesn't itself have federal contracts, to give high-dollar donations. www.fec.gov/data/receipt...
Table titled "GEO Reentry Services LLC Political Giving Since Nov. 2025," listing recipients, their primary beneficiaries, and donation totals: MAGA Inc. (Trump-controlled), $4,413,000; CLF (Republicans, U.S. House), $1,300,000; SLF PAC (Republicans, U.S. Senate), $250,000; Restore Our Nation (Ron PAC) (Gov. Ron DeSantis, R-FL), $100,000; Stronger Safer Nation (Sen. Ashley Moody, R-FL), $20,000; Conservative Leadership for Florida (Scott Singer, R, Boca Raton, FL mayor running for Congress), $10,000. From Sep. '25 through Mar. '26, four deaths at GEO Group's Adelanto ICE camp accounted for more than 12% of total reported deaths in ICE custody, despite the facility holding an average of less than 2.5% of the total detained pop. Ismael Ayala-Uribe, and so many others, should still be alive.
After 39-year-old Los Angeles resident Ismael Ayala-Uribe died on Sept. 22, 2025, from septic shock caused by an abscess on his buttock, the investigators found a litany of deficiencies.

Medical staff at Adelanto Processing Center in San Bernardino County didn’t visually examine the abscess or perform wellness checks, and nurses did not adequately alert an on-call doctor to the severity of his condition.

Medical staff didn’t consistently respond to Ayala-Uribe’s medical complaints in a timely fashion, administer all of his medication in a timely fashion, or adequately document his care, his mortality review stated.

At the same time, the facility’s shortage of staff “hindered their ability to provide their patient population medical care in accordance with timeframes established by accreditation standards.”

In June 2026, Jordan successfully helped push to get $70B more for the anti-immigrant effort. Two days after the House passed the second reconciliation bill, ALF (the PAC) received $305k from ALAF (the nonprofit). Probably a coincidence.
FEC Form 3X Schedule A itemized receipt for American Liberty Foundation PAC, showing a $305,000 receipt from American Liberty Action Fund on June 11, 2026, recorded as a contribution to a non-contribution account.

Jim Jordan was key to ensuring monstrous mass detention and deportation appropriations in July 2025. FEC records suggest that 11 days later, GEO Group gave $250k to the Jordan-linked PAC American Liberty Foundation. GEO said the cash actually went to a 501(c)(4) called American Liberty Action Fund.
GEO Group’s spokesperson said in an email to POGO Investigates that “the $250,000 contribution in question was not made by GEO’s Political Action Committee and was made to American Liberty Action Fund, a C4 entity.” The American Liberty Action Fund has the same leadership as the similarly named super PAC.

More from ICE on ERO ONE
"ICE protects America through criminal investigations and enforcing immigration laws to preserve national security and public safety and employs technology and intelligence techniques to identify, locate and arrest national security and public safety threats," a spokesperson for ICE told The Independent.

"ICE and its partners need to stay ahead of criminals and terrorists, which evolve just as rapidly as the technology they use to support their criminal activities," the person added.

The agency is now relying on what it calls an "intelligence-driven approach" to prevent "future attacks through comprehensive intelligence collection and analysis."

Y'all, if we put our minds to it, we can absolutely make 'disgorgement' @merriam-webster.com's 2029 word of the year.
disgorgement
Disgorgement is a remedy requiring a party who profits from illegal or wrongful acts to give up any profits they made as a result of that illegal or wrongful conduct. The purpose of this remedy is to prevent unjust enrichment and make illegal conduct unprofitable.

The details need an update (it's from the halcyon days when there were "only" ~1,200 287(g) agreements; there are now more than double that), but it gets the point across: ICE is co-opting local LEAs to conduct immigration enforcement, to the detriment of our communities. We don't have to allow it.
An infographic titled “Paid to Pursue: ICE’s Plan to Turn Private Contractors and Local Law Enforcement Into a Vast Bounty-Hunting Network.” It explains how ICE aims to expand deportation efforts by using private firms and local police.

ICE Collects Personal Data: ICE accesses large amounts of personal data from government agencies and data brokers such as Thomson Reuters and LexisNexis, along with surveillance tools like facial recognition and social media monitoring.

ICE Creates Profiles: Using a Palantir-built case management system, ICE turns this data into detailed AI-driven profiles, including visa status, physical characteristics, and information from license plate readers.

Private Contractors Track Immigrants: ICE gives private firms lists of 50,000 immigrants at a time to verify their locations through skip tracing. Contractors access ICE’s case system, ImmigrationOS, to locate up to 1.5 million people, earning base pay per verified address plus bonuses for speed and accuracy.

ICE Gives Target Lists to Local Law Enforcement: ICE shares verified target lists with hundreds of state and local agencies through its 287(g) program, which deputizes local officers to enforce federal immigration laws. DHS offers bonuses of up to $1,000 per officer for successful identifications.

At the bottom, a section titled “The 287(g) Program” explains that the program authorizes local officers to identify, arrest, and process individuals for deportation. It notes that the number of 287(g) agreements grew sharply during the Trump administration and that critics warn these partnerships promote racial profiling and harm community trust. The graphic concludes that fighting the spread of 287(g) agreements is one of the most important ways to help keep communities safe.

There are safeguards built into the contracting language, but people in vulnerable situations shouldn't have to wonder whether their data will make its way into ICE's hands.
5.1.3 Comply with Keep Washington Working Act, per RCW 43.17.425. This law requires entities
to not use any L&I data or funds resulting from this contract to cooperate or assist in the
investigation or enforcement of federal registration, surveillance programs or any other
law, rule, or policy that targets Washington residents solely on the basis of race, religion,
immigration, or citizenship status, or national or ethnic origin.

"3,005 percent less expensive" - DHS OIG www.oig.dhs.gov/sites/defaul...
Historically, Border Patrol used CBP’s Air and Marine Operations’ crewed aircraft for its air
support. However, since the program began in 2020, Border Patrol is increasingly using small
drones instead. By FY 2022, small drones provided percent of air support hours; by FY 2025, it
had increased to percent. Border Patrol’s end of FY 2025 analyses estimated that small drone
flights were 3,005 percent less expensive than crewed aircraft when used for alien
apprehensions, providing a cost-effective technology to enhance operational capabilities. When
compared to other technologies Border Patrol used, FY 2025 data showed small drones were
used in percent) of nearly 69,000 law enforcement actions on the Southwest border.
Figure 4 shows a comparison of law enforcement actions assisted by various Border Patrol

Now I see a little better how Nazism overcame Germany—not by attack from without or by subversion from within, but with a whoop and a holler. It was what most Germans wanted—or, under pressure of combined reality and illusion, came to want. They wanted it; they got it; and they liked it. I came back home a little afraid for my country, afraid of what it might want, and get, and like, under pressure of combined reality and illusion.

A bit like cutting up a credit card and bragging that you saved your entire credit limit, even as you're already swiping another card.
DHS publicly reported on its website that its contract terminations over this time frame could allow the department to potentially avoid over $10.5 billion in costs. However, this overstates actual costs avoided for two reasons.

First, it represents the maximum that could be obligated on these contracts, not how much would have actually been obligated.
Second, if DHS continues to need the goods and services covered by those contracts and meets those needs through other contracts, then those costs would not be avoided but incurred through those contracts.
In fact, GAO found that 95 percent of DHS’s reported $10.5 billion in potential cost avoidance was attributable to 30 terminated indefinite delivery/indefinite-quantity contracts in place for DHS to meet information technology requirements. These contracts had a 10-year period of performance, from fiscal years 2025 through 2034.

The GEO Group doesn't just profit from detention. It also makes money from the surveillance of immigrants in their homes & communities through the Intensive Supervision Appearance Program, 'skip tracing' work that has drawn comparisons to bounty hunting, and the transportation of detained people.
A graphic with a six-stage funnel with a feedback loop arrow from stage 3 back to stage 1. The stages, top to bottom: (1) Mass Surveillance – bulk collection of personal data including credit records, utility bills, license plate scans, and social media; (2) Profile-Building – raw data linked to create profiles on individuals and communities; (3) Targeted Surveillance – location verification such as skip tracing and "wellness checks" for unaccompanied children, ISAP and GPS tracking; (4) Enforcement Actions – apprehensions by ICE and 287(g) agencies, with supporting tools and technology; (5) Detention – detention beds and facility services; (6) Transportation – ground and air transportation between detention camps and out of the country. To the right, three company logos appear next to the relevant stages: "BI, a GEO Group Company" beside Targeted Surveillance, "The GEO Group, Inc." beside Detention, and "GEO Transport" beside Transportation.

3. The one time this DHS has used the urgency exemption that seemed legit at the time, they called it an "absolute emergency" to restore medical claims processing for the ICE health system and said that the situation was dangerous to the life, health, and welfare of detained people. 2/3
Lorna Tedder, a retired contracting expert who spent more than three decades at the Defense Department, said that, “Some things truly are urgent — people are going to die if you don’t do this.” But if agencies claim the exemption all the time, “it will eventually be abused.”

How this situation has impacted care for detained people is THE most important Q. Also worth asking: Why does Acentra say it wasn't contracted to start processing claims, when ICE justified its no-bid award by calling it an "absolute emergency" to "immediately procure claims processing support"?
https://www.latimes.com/politics/story/2026-08-06/records-detail-ice-medical-claims-before-payment-system-collapsed

The ICE Health Service Corps website says providers should “hold all claim submissions while we work to bring the new system online.”

Lindsey Rodarmer, public relations manager for Acentra Health, said the company’s role under its contract is solely to build out the claims processing system — not to start processing claims.

Screenshot of a justification & approval document excerpt describing an emergency situation after the VA terminated a service, leaving ICE without a system to process or pay medical claims. The text explains it is critical for ICE to urgently restore claims processing support to avoid delaying care such as dialysis, prenatal care, oncology, and chemotherapy for detained individuals (referred to as IAs), and warns that unpaid providers may stop accepting new patients, threatening the IHSC community provider network. Several sentences are highlighted in green emphasizing the urgency of restoring claims processing to prevent medical complications or loss of life.
