I've been a lawyer for over 20 years but I concede I don't do criminal. As far as I know, in CA, a 2nd degree murder conviction simply requires implied malice, ie, a conscious disregard for human life. I'm pretty sure people are convicted of this all the time.

Of course it does. It requires intent to commit the reckless act. It does not necessarily require intent to kill. Manslaughter has a negligence standard. As OP indicated, I am referring to what common law deemed reckless heart murder, often codified as 2nd degree murder.

Of course we should, I completely agree. But how is speeding around a corner without looking, in crosswalk near a bus stop, different than firing a bullet into a house? A car can be just as dangerous as a gun and perhaps we should expect children in a crosswalk just as we expect them in a house.

Murder doesn't have to be intentional. Even if you don't specifically intend to murder someone, if you are behaving recklessly without care for whether one lives or dies and you kill someone, that is still murder. I think a lot of time, what we refer to as "accidents" falls into this category.
