We've been suing the Chicago Police Department for 2 years and they still won't produce records. I was reading our latest motions in front of the judge and of course, we are citing our own (newest) rulings against CPD to ask for discovery on a separate issue.

a snippet from the motion that reads: "Willful and intentional conduct may be demonstrated by a public body or its employee’s “knowing the statute exists, knowing that you have already violated the statute, knowing that you have no good reason to continue to violate the statute and violating it anyway.” Lucy Parsons Labs v. The Chi. Police Dep’t, 2026 IL App (1st) 250205, ¶ 31 (Internal quotations omitted). The statute also may give rise to penalties under the “catchall” language of section 11(j), a broad category of possible bad faith actions that a public body can take in violation of FOIA. Id.at ¶ 37 (Citing Chapman v. Chi. Dep’t of Fin., 2023 IL 128300, ¶
38).

“Waiting for the facts” is just wasting time for an official mechanisms of State power to construct their narratives which is to falsify documents, lie to the public and control the response. I’m reminded of Jamie Kalven’s commentary that “coverup” isn’t the right framing or idea.

A paragraph that reads: “We often use the term “code of silence,” but it’s really a matter of narrative control. From the moment Laquan McDonald lay bleeding out on the ground, a narrative was forming about what happened, and within hours the city put out an account that was completely false about an aggressive, erratic young man who threatened the police. In order to sustain that false narrative, it proved necessary to intimidate witnesses, destroy evidence, falsify police reports, withhold public information from the public, stonewall the press, and, ultimately, pay out a $5 million settlement to the family in an effort to keep the video from coming out. Yet in the end, the official narrative utterly and completely cratered, and with it the political power of various actors—the mayor, the state’s attorney, the superintendent of police—creating a whole new political landscape in Chicago”

So what’s going on is that the federal government is running a massive domestic spying operation and getting local cops to do their dirty work once a car is stopped. They call this siloing of data “walling” it off from their true source.

Border patrol agents have many names for these stops “whisper” “intel” or “wall stops”. Those stops are meant to conceal—or wall off— the true reason for the stop being a federal agent sitting miles away, watching Data feeds who’s traveling on American roads and reduction who is suspicious according to documents and people interviewed by the AP.

NEW RESOURCE: For months, ICE has engaged in an arbitrary campaign of warrantless stops and arrests in Chicago. Need security advice for activists under a significant threat landscape shift? Don't worry, we @lucyparsonslabs.com got you. PDF: goldframes.s3.us-west-2.amazonaws.com/LPL_ICEinvas...

TITLE: Emergent Security Advice against ICE’s Kidnapping Spree
Subtitle: A Practical, Timely, Semi-Local Guide to State Resistance

Text: The current Trump administration is engaged in a monstrous campaign of snatch-and-grabs, warrantless raids, and the arbitrary detention of brown and Black people in Chicago. For months, ICE, Border Patrol, and many other masked, unknown federal agents have forcibly shoved our neighbors into vans and out of Chicago at breakneck speeds. In some cases, federal agents intentionally crash into cars and attack the people inside of them. But Chicagoans are
notoriously tough people and we’ve seen numerous organic, spontaneous mobilizations emerge to shatter ICE.

That being said, our collective security culture needs to respond to the harsh reality that these governmental actors simply don’t care about our rights, humanity, or dignity. Our responses must, in turn, adapt to the new authoritarian tactics, techniques and procedures. After
all, we reject the detentions of all humans, with or without warrants, and what we are seeing on the ground can only be described as an aggressive application of State power.

This is what NASA astronaut Ron Garan wrote about visiting space (it filled him with existential dread)

Text that reads,
“As I approached the top of this arc, it was as if time stood still, and I was flooded with both emotion and awareness. But as Iooked down at the Earth - this stunning, fragile oasis, this island that has been given to us, and that has protected all life from the harshness of space - a sadness came over me, and I was hit in the gut with an undeniable, sobering contradiction.

In spite of the overwhelming beauty of this scene, serious inequity exists on the apparent paradise we have been given. I couldn't help thinking of the nearly one billion people who don't have clean water to drink, the countless number who go to bed hungry every night, the social injustice, conflicts, and poverty that remain pervasive across the planet”

Some of the pro-police commenters raised weird points. For example, Jens Ludwig (one of the violence workers at the University of Chicago's Crime Lab) gave a real "foxes guarding the hen houses" comment.

from the paper: "

Echoing other comments heard throughout the workshop, Ludwig said that a major issue is the lack of evaluation of predictive technologies and their implementation; he noted that there are measures of success beyond simply reductions in crime. Weisburd added that currently, policing programs often get implemented based on single studies or conversations and agreed with the need for a rigorous evaluation of programs prior to widespread implementation. Predictive technologies also have the potential to impact individuals and communities, noted Joh, yet there is no evaluation process to determine the costs and benefits of deployment. Ludwig and Headley echoed the suggestion for an FDA-type agency to evaluate the impact of these technologies."
