From Executive Director Brennan Gilmore:

"We appreciate the Chief Hearing Examiner's ruling, which confirms that the conduct and integrity of the management seeking control of Dominion are relevant to the Commission’s review. NextEra and Dominion asked the Commission to approve this deal on the strength of NextEra's track record and 'core values.' Today's ruling confirms that those claims can be tested, not simply taken at face value.

As the ruling put it, a public utility 'and any entity that controls it' is more than the people who keep the lights on, and the responsibilities of its management and board are far broader. How NextEra's leadership responded to serious allegations about Florida Power & Light's use of corporate resources to influence elections and target officials goes directly to how it would govern Dominion.

NextEra must now produce the so-called Robo Memorandum, the records of the internal investigation its former chairman described to investors, its contracts and payments with political consulting firms, and the materials it gave the Jacksonville City Council's investigative committee about its failed bid to acquire JEA, Jacksonville's public utility. Virginia ratepayers deserve a full and transparent record before the Commission decides whether to hand control of Dominion to NextEra. We look forward to reviewing these documents."

At a crowded Winchester town hall meeting for federal workers who’ve been harmed by DOGE and Trump’s vandalism of our civil service (as well as those still working who live in constant fear), I heard so many moving stories—including from Col. Bree Fram, the Space Force rocket scientist and transgender rights activist who was summarily fired after serving our nation so admirably (see upper right).
We also heard from a 33-year U.S. Census Bureau statistician who hasn’t been able to access her full retirement pay since being DOGE’d (“we produced data that is passionately unbiased," she said).
From a 30-year USAID contractor who’s had to turn to subsidized housing and food assistance.
From a FEMA worker who retired early when he was forced to go work for ICE and refused.
And from Phil VanAllsberg, whose testimonials I will share later today, a former Republican who’s already voted for me. “I was uninformed before,” he told me. “I voted Republican out of habit”—but no more.

2024 Result: Ben Cline (R): 63.2%, Ken Mitchell (D): 34.8%

Beth Macy is a reporter and nonfiction author who wrote Dopesick about the opioid crisis (which was later adapted into a great TV show, fwiw). Despite being a memoirist with ties to Appalachia, she balks at any association with JD Vance, which is automatically appealing to me, obviously.

Incumbent Republican Ben Cline is a member of the House Freedom Caucus, and a 2024 analysis by FiveThirtyEight placed Cline in the same “quiet caucus” of “Far-Right Obstructionists” as MTG, Lauren Boebert, and Jim Jordan. Unsurprisingly, he was in favor of Trump’s attempted coup.

Tim’s Rationale: Virginia’s 1st, 2nd, and 5th districts are more obvious pickup opportunities with plenty of support from national Democrats. But Virginia Dem insiders tell me VA-06 is the sneaky one to watch. The Shenandoah Valley–centered district has some college towns and artsy progressive pockets and is generally less rural than its redder southwestern neighbor (the 9th). Virginia was hit hard by DOGE firings that affected the whole Commonwealth’s economy, not just the D.C. suburbs. Keep your eye on this one as an indicator of how big the blue wave actually is."

"Governor Spanberger's 2026 Virginia Energy Plan marks a real shift in how Virginia makes energy policy. For decades, utility monopolies have shaped the laws, plans and models that determine Virginia's energy future, focused on maximizing their own profits. The Governor’s plan rightly shifts Virginia’s energy planning and decisions away from utility boardrooms and back to accountable public officials.

For the first time, the Commonwealth is running its own energy modeling in-house. Policymakers — not industry lobbyists — produced independent, detailed analysis of the best paths forward, centering affordability and the public interest. The plan calls for state-led energy planning and infrastructure site identification. It also proposes exploring a state-run procurement process for renewable energy that evaluates utility-owned and third-party resources side by side on least-cost, least-risk criteria, rather than favoring utility ownership. Utilities could still bid, and win, when their projects are the cheapest option.

The plan acknowledges that Virginia's century-old regulatory model pays utilities for spending capital, not delivering results. It recommends evaluating the tying of utility"
