The most important point: According to UEFA, the boycott will go ahead unless FIFA (=Infantino) abandons this proposal in its entirety and gives binding assurances that FIFA will never again open up its governance and competitions to private investors. I really hope UEFA follows through on this.

That's correct only insofar as the USA, as a non-member of the ICC, is not OBLIGED to execute the arrest warrant. According to Article 27 of the Rome Statute, a person's official capacity—whether head of state, prime minister, or member of government—does not protect them from criminal prosecution.
