On this day in 1994, the USA, Russia, and Ukraine signed a treaty, the Budapest Memorandum. It stipulates that the US and Russia would guarantee Ukraine’s sovereignty in exchange for surrendering all of their nuclear stockpile. Has the US ever honored a formal treaty?
