I don't understand how it's legal to deport anyone to a prison. Deportation IS THE PUNISHMENT for the crime of being in the US without documentation, isn't it? How can the US legally enter an agreement to house prisoners in a foreign country? Prisoners still have rights. Isn't this IMPEACHABLE?
