Ranking Member Larsen Statement on Trump Administration Roadway Safety Attacks

Washington, D.C.—Today, House Committee on Transportation and Infrastructure Ranking Member Rick Larsen (D-WA) released the following statement after reports that the Trump administration stripped bike lanes, speed cameras and more from the Federal Highway Administration’s list of Proven Safety Countermeasures.
 
"Attacking proven safety measures makes no sense in the middle of a roadway safety epidemic that killed more than 36,000 Americans last year," Ranking Member Larsen said. "Bike lanes have proven to cut crashes by one-third on two-lane roads and nearly in half on four-lane roads. Meanwhile, speed cameras reduce crashes by as much as half. It’s not political to say bike lanes and speed cameras improve safety; it’s a statement of fact. I’ve requested a briefing from FHWA to explain this decision.”

Planning a trip to New Jersey with your e-bike? Here’s what you need to know! Riders must be at least 15 years old and have a valid license. If you’re bringing your own e-bike, just remember to register it with the Motor Vehicle Commission (MVC). For motorized bicycles, you’ll need to get insurance before registration. Low-speed e-bikes don’t require insurance, though they still need to be registered. Safe travels and enjoy your ride!

One way to limit compliance: Ban people with suspended DL's. A Rutgers University study showed that around 300,000 New Jersey residents are driving with a suspended license right now.
Individuals with suspended licensing privileges cannot obtain
an e-bike/moped license under N.J.A.C. §13:25‑3.4.

Philadelphia Streets Department is testing out Confibici Lane Separators on S 13 St, between Locust and Chestnut. The separators are sold in yellow, but they had to painted white as yellow indicates contraflow travel in the US.

So a #Princeton student could park a Ford F150 Lightning and charge-up at one of the 76 EV chargers on campus. If they were to arrive on a Brompton folding e-bike, they could be cited or worse.

I’m calling to register my opposition to (IF ASSEMBLY) Bill A6235 (IF SENATE) Bill S4834, which would require licenses and registration to operate low-speed e-bikes. License and registration laws for e-bikes will not address roadway fatalities, but it will create barriers to bike use, leading to more car traffic, more pollution, and more dangerous roads in New Jersey. The number-one source of over 500 fatalities and 3,000 serious injuries on New Jersey's roadways in 2025 were cars. Please vote no and ask your colleagues to do the same.

Fatal Bicycle Crash Report – September 2, 2025
A preliminary investigation details a tragic incident in the 16th District on Belmont Avenue, where a bicyclist was fatally struck by a vehicle. Two cars—a black Dodge Charger and a black Chrysler—were reportedly speeding northbound when one collided with the cyclist traveling east on Avenue of the Republic. The impact caused critical injuries, and the victim was later pronounced dead at Penn Presbyterian Medical Center at 10:24 am. Police observed one of the vehicles on the 3200 block of Sedgley St shortly after the crash and seized the vehicle for further examination. No arrests have been made, and the investigation is ongoing.

Council Member Young introduced necessary legislation to build bike lanes on 22nd St, 23rd St, and 13th St today! These bills will go to the Streets Services Committee on 2/25 for a vote. This comes after years of community led advocacy from neighborhood groups and other stakeholders.

NJ State Senate is poised to vote on the Target Zero Commission Bill (S361) tomorrow 12/19. We're optimistic that the bill will be reconciled with the companion bill in the Assembly (A1476) and sent to the Governor. Bill details - www.njleg.state.nj.us/bill-search/...
The NJ State Senate Budget Appropriations Committee unanimously passed the A361 Target Zero Bill on December 9th with an amendment to preclude the use of red light cameras as a safety countermeasure.
