Graham proved that governing and public service require more than political theater. He defined his career through practical action, meticulous policy work and a hands-on approach, endearing him to voters. When he died on April 16, 2024, he was mourned throughout Florida and across the nation. /end

Graham was elected to the U.S. Senate in 1986, but he did not end his Workdays program. He was aware that members of Congress tend to get isolated inside the “Washington Bubble.” Returning to Florida to sweat through an eight-hour shift alongside everyday workers helped keep him grounded. /9

When he worked alongside U.S. Customs inspectors or airport baggage handlers, he wasn’t just doing the physical labor. He was asking the workers about supply chain bottlenecks, safety hazards and where federal funding was being wasted. If a federal agency told his Senate committee that a specific program was working perfectly, but a worker on the ground told him it was a disaster, Graham would use his notebooks to cite the real-world failure during Senate hearings. Later in his career, Graham’s primary rule for choosing jobs was ensuring they were “sweaty and gritty.” He felt he learned the most from intense physical labor where the workers around him cared little about politics but cared deeply about real-world economic pressures. As Governor, Graham signed the first proclamation recognizing Martin Luther King Jr. Day as a holiday in Florida, embedding the civil rights leader’s legacy into state law. He also pushed forward school desegregation and fair housing laws in Florida during a time of immense racial friction. /8

The Equal Rights Amendment, which proposed to constitutionally ban discrimination based on sex, faced a looming national ratification deadline of June 30, 1982. Florida was one of the final battleground states needed to pass it. Graham pushed the Florida legislator to ratify the amendment. /7

As Governor of Florida, Graham championed environmental protection by founding programs such as “Save Our Rivers” and “Save Our Coasts” and co-sponsoring the Comprehensive Everglades Restoration Plan. In 1981, he co-founded the Save the Manatee Club alongside singer-songwriter Jimmy Buffett. /6

Graham carried those notebooks everywhere, filling thousands of them. Instead of relying on abstract statistics, he took detailed notes on citizen complaints, broken equipment and systemic inefficiencies. He used these granular details to challenge bureaucrats and force tangible improvements. /5

He tracked his entire day in tight five-minute to 15-minute intervals, recording mundane rituals as well as historical micro-moments. During his first gubernatorial campaign, he used them to keep track of who supported him as an underdog candidate and document lessons from the Workdays. Graham didn’t end his Workdays program. Over his career, he completed 408 official workdays, putting in shifts as a teacher, an arson investigator and a baggage handler. He gathered first-hand data on how state laws impacted ordinary workers, recording them in small, color-coded spiral notebooks. /4

Throughout his political career, Graham spent more than a year’s worth of full days working with the people he represented. In that span, he worked 921 jobs in over 109 cities and five states. Once he was elected Governor, he began choosing jobs to highlight active legislative fights or push specific policy agendas. If he were pushing for natural resource funding, for example, he would choose a day working as a logger or cleaning natural sponges in Tarpon Springs. To better understand state funding shortages, he rode night shifts with the Tallahassee Police Department and worked night shifts as an attendant at state mental hospitals and nursing homes.

Graham committed to completing 100 workdays before Election Day to experience the everyday lives of ordinary Floridians. Jobs were intentionally chosen to represent the backbone of Florida’s economy. He also chose jobs that allowed him to see how state services worked from the bottom up, such as working as a mechanic to evaluate the state’s auto inspection system. He even spent a day as an unemployed job seeker, discovering that state unemployment offices had “employees only” restrooms and lacked Spanish-speaking staff to help applicants. As Governor, he ordered immediate administrative changes, requiring public facilities in state unemployment offices and mandating bilingual staff in high-density areas.

Florida State Senator Bob Graham works as a “pooper scooper” at Ocala Breeders’ Sales, Oct. 9, 1977. Graham worked for 100 days at different jobs around the state during his first campaign for Governor. The Workdays concept began by chance in 1974 while Graham was serving in the Florida State Senate. As Chairman of the Education Committee, he openly criticized the quality of civic education in Florida schools. A frustrated high school teacher, Sue Reilly, dared him to try teaching a class himself. Graham accepted the challenge and spent a semester teaching civics at Carol City High School. He later designated this experience as his official “Workday #1,” and used it to make funding for school construction a top legislative priority. He realized that immersion was the most effective way to understand the reality of his constituents’ lives and translate that into political action. The Workdays program became a signature strategy throughout Graham’s political career.
