The arroyo on Thursday had waves of water going down it. Never realized it did that. #ABQ

I took a look at all the comments made to this permit and more than half of them were almost identical besides the name. ~8947 were > 90% similar to the comment here. That is more than half of the submitted comments! Was this the comment that was made on people's behalf without consent?
Histogram of the similarities of every comment to the suspected "spam" comment. 8947 are in the 90-100% similar bin. ~7000 are in the 0-10% bin. ~1000 in the 10-20% bin. There are a small amount in the 20-30% and 80-90% bins and the rest of the bins have little to none. The comment that has been submitted almost 9000 times:
I am writing to express my support for Project Jupiter, which I believe offers significant benefits for
our community.
Project Jupiter is poised to bring substantial economic growth to Dona Ana County. It is anticipated
to create 4,000 construction jobs and 1,500 project-supported jobs. Furthermore, Project Jupiter has
committed $50 million to help repair, upgrade, and improve local water systems; $360 million in
direct support for schools, infrastructure, and local services; and $6.9 million to fund workforce
development initiatives along with supporting the Boys and Girls Club of Las Cruces, clean
drinking water, the local community college, and habitat restoration.
I urge the New Mexico Environment Department to approve this important project.
Sincerely,

Baked gluten free chocolate crumble cookies from Baked to Perfection. Didnt realize my flour blend already had xanthum gum in it, so I think the amount I added stopped them from spreading out as much. Still delicious. #baking #glutenfree
