Institutions need to be a broad, collective project or they just mean nothing. You can't look at them like an economics problem; if people are all approaching institutions in a spirit of self-interest, it's all already over. A functioning society needs community.

The best path out of our current situation, given the experience of other countries, will include some kind of truth-and-reconciliation process as well as a new constitutional convention. For example, there's been no meaningful interaction with Congress about deploying military folks in US cities (Memphis at the moment). The absolute irrelevance of the legislature is a mark of authoritarianism, and something we will have to work to change. It doesn't make daily headlines: an absence.
