Then there is the whole issue of visibility. A government camera is by and large visible. A pair of smart glasses is designed to look like any other pair of glasses, and it is very simple to disable any sort of indicator that the glasses are filming.

Okay I'll treat this as an honest question and give you an honest answer. Smart glasses mean that people can record you whether you are in public or in private. We have plenty of examples of people using these glasses to creep on people in public, record sexual encounters without permission etc
