It's why they can't move high school start times to be later in a lot of districts. If you change times you have to do it for all schools, is the gist. Not just like the ones with walkers. 101

They have to break the law like 5 times before there are consequences. Because the legislature doesn't want to write punishments into law for other elected officials. 130
