Winning against DRump in court is not a high hurdle. Orange one loses all his cases. We need someone who goes on offensive. I don't see that if XB was Gov. he would have pushed CA redistricting (Prop. 50) forward. He's an institutionalist. He'd have made a few speeches and maybe written a letter.
