AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT WITH U.S. CUSTOMS AND BORDER PROTECTION IN THE AMOUNT OF $26,451.95 FOR COMMUNICATIONS AND INFORMATION TECHNOLOGY EQUIPMENT AND RELATED SERVICES AT THE SAN ANTONIO INTERNATIONAL AIRPORT WITH ESTIMATED ANNUAL RECURRING COSTS OF $1,260 TO SUPPORT OPERATIONS ASSOCIATED WITH THE TERMINAL A EXPANSION PROJECT INCLUDED IN THE FY 2026 CAPITAL BUDGET, WITH FUNDING FOR THE INITIAL COSTS FROM THE TERMINAL A EXPANSION PROJECT AND FUNDING FOR THE ANNUAL REOCCURRING COSTS FROM THE AIRPORT OPERATING AND MAINTENANCE FUND.
WHEREAS, the Terminal A Expansion Project includes space for U.S. Customs and Border Protection (CBP) operations at San Antonio International Airport (SAT); and
WHEREAS, in connection with these operations, CBP will process inbound international detainees in the CBP office adjacent to the Terminal A Expansion area, and tp support this function, CBP requires communications and information technology equipment, connectivity, and related services; and
WHEREAS, this Ordinance authorizes the execution of a Memorandum of Agreement between the City of San Antonio and CBP for costs related to the required equipment and services at
SAT, wherein SAT will reimburse CBP for the initial purchase cost of equipment estimated at $26,451.95 in addition to annual reoccurring costs of $1,260, with funding for the initial equipment costs coming out of the Terminal A Expansion Project; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN ANTONIO:
SECTION 1. The City Manager or designee is authorized to execute a Memorandum of Agreement (MOA) with the United States Customs and Border Protection (CBP) for initial equipment and service costs in the amount of $26,451.95 and estimated annual recurring costs of $1,260, a copy of which is set out in EXHIBIT 1, with funding for the initial costs coming from the Terminal A Expansion Project included in the FY 2026 Capital…MAT

SECTION 3.
Funds for this contract in the amount of $26,451.95 is available in Fund
51099000, Project 33-000340, WBS Element 33-00340-06-01 and GL Account 5501000.
SECTION 4. Payment not to exceed $26,451.95 is authorized to be encumbered with a purchase order and made payable to United States Customs and Border Patrol. Payment is for communications and information technology equipment and related services at San Antonio International Airport. Funding for the initial costs is available from the Terminal A Expansion Project included in the FY 2026 Capital Budget and funding for annual reoccurring costs will be from the Airport Operating and Maintenance Fund. Funding for future years is contingent upon City Council approval of the annual budget.
SECTION 5. The financial allocations in this Ordinance are subject to approval by the Chief Financial Officer, City of San Antonio. The Chief Financial Officer may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific Cost Centers, WBS Elements, Internal Orders, General Ledger Accounts, and Fund Numbers as necessary to carry out the purpose of this Ordinance.
SECTION 6. This Ordinance is effective immediately upon the receipt of eight affirmative votes; otherwise, it is effective ten days after passage.

Border airports like JFK, LAX, and SAT have the logistics to be a high deportation airport, with direct international flights and interstate travel. Sanctuary cities don’t work because they have democratic governors. Texas governor Greg Abbott has outlawed sanctuary city designations.

Background:

South Texas ICE Processing Center Pearsall, Texas Free our loved ones! Hunger strikes, food infested with maggots and worms, in facilities with no air conditioning, given used and soiled clothes. Several people are confined to a single toilet, the same space where they are left to eat their food.

Disarm
BE LETHAL - LEAD DEFIANCE - AVOID HARM
Being lethal isn't about power or control, it's our ability to exercise restraint. When we have too much stress, we're overwhelmed. Stepping away gives us space to return to calm. When we're ready, we can try again.

Staying in overwhelm puts us at risk of missing every shot, and we cannot afford the loss.
In every action and every word, choose to lead with love. Choose to lead with compassion. Choose to connect with friends and foes. Choose to meet people where they are. We can be an example of how we want others to treat us.

Let's take this one step at a time. We can win hearts and minds. If you're feeling low, I'm going
to sit with you. If you're angry, I'm going to speak to it. If you're sad, let's hug, heart to heart. Wherever you're at, I'm going to meet you. Let's do this together. When I lead with this, my outcomes change - people calm down, they open up, and they can be disarmed.
