The "placeholders" were shipped and might not have been swapped out if there wasn't any backlash. #2 is an assumption based on this primary source where its trying to differentiate between built in AI in tools and content, in this case it was AI used in creating artwork, thus the later.

Steam needs to up their enforcement of the AI disclaimer especially with how aware some devs are of the negative pushback. For example, this game had kinda suspect looking art but no AI disclaimers so I checked the steam discussions and one of the devs is straight up admitting to it...

Omg this is so peak~~ I love how logical everything is laid out and how satisfying solving things was! Its rare in games that require deduction that I don't feel some level of frustration from the game preventing me from using obvious evidence but not in [of the Devil]~ Can't wait to play more~
