A filter for SIGNTYPE = "R10-11A" works for me, but I don't see all of them listed. NE 65th and 15 Ave NE has an omission of many signs (bike advisory and NTOR signs don't show up at all)

Yep, it's related to changes made in January, with an explanation in the link I gave above. I identified it by downloading the recent schema locally, adding the schema reference at the top of the file (image top), then two areas were highlighted (image middle + bottom) ...

the (second) thin measure you wrote in the repro you gave me is marked as a number, so that's why the CF dialog was rejecting it! If I changed the measure to type Text, it started working :)
