Lots of good discussion about overnight parking. Council moved to receive the staff report & directed staff to send it to TAB for more discussion. Bottom line: lots of sympathy with changing demographics but there's no one-size-fits-all solution.

They offer 3: 1-fund city services only ($49K), 2-fund city services & match what SECA approved for operations in 2025 (total $84K), or 3- $0. I’d favor a 4th: city services for the parade only ($25K). Naperville loves a parade, & given that Rotary canceled its Holiday Parade, this is a compromise.

INDIA DAY. Indian Outreach (ICO) applied for almost $400K in SECA funding for their parade & celebration. After a long discussion about the application, SECA voted to not award any funding. ICO lobbied to Council on 4/7, and Council directed staff to explore options.

New business "votes" are show-of-hands. There were 2. The 1st was 7-2 (NO: White/Holzhauer). After discussing strategy, the 2nd was also 7-2 (NO: McBroom/Wilson). Not sure why the flip; no big difference except to decide when to discuss strategy– before/after. But maybe I’m just dense.
