But I think a very specific subpopulation of them would probably have a high success rate: specific field (for sure AI-related but maybe there are others), with high citation counts and from well-known PhD programs. 010

As long as there is one place willing to undercut everyone else's tax rates, tax rates everywhere will get pulled down. Been a problem in Europe at least for a long time 010
