We should trade off high-time / low-reward transactional relationships, replacing them with tech for instance, to invest in deep relationships where they are most needed.

Hazel Cuthbertson from South Tyneside describes their Thinking Together work, to enable groups of people who access LAC to shape services. Bringing learning from participants back into the council (what Human Learning Systems would call learning cycles) is a key strategic role for LACs.

The Local Area Coordination (LAC) National Gathering kicks off at our partners at UCL with welcome from Tom Richards. 40 people in the room and 60 online, including newest LAC area Leicester City, and Brent whom we are supporting to build on the learning from LAC for their wider prevention work.

I have heard commissioners consistently say they want: - Support which has a clear model for building independence with people considered complex - help to put together business cases with an ROl that convinces (sceptical) FDs - convincing that the Not for Profit sector offer is distinctive

The heavy lifting
At a recent visit to one of our Community Micro-Enterprise projects in the North West, Gary Cliffe, who leads Cheshire West Voluntary Action told me frankly that he'd been sceptical of the council bringing Community Catalysts into the area to develop new enterprises, because he couldn’t see what we’d be able to do to increase choices for Direct Payment holders that local VCFSE organisations and infrastructure bodies couldn’t do themselves.

We enjoyed virtual community capacity building with thoughtful & creative DHSC civil servants yesterday- one quote about the value of our Thinking Outside the Box session: “We can’t see community from Whitehall!” The DHSC team came up with great ideas for how to scale up asset-based prevention.

What makes Local Area Coordination unique?
There is some great community development work out there which gets alongside people as they start and build new community activities and resources. There is also some great strengths-based coaching and support programmes, and some great strategic transformation projects aiming to embed prevention and neighbourhood working. Perhaps what makes Local Area Coordination (LAC) unique is that it attempts to bring those three things together.

Good Q. They can be cash-releasing. Eg our community and micro enterprise programmes cost councils less per hour, as well as creating better outcomes & relationships (better Value for Money). That reduces direct payment bills & does not directly result in more people taking up that unused budget.

The shift to relational services saves money. Using gov estimate - 363,000 people experiencing ‘severe and multiple disadvantage’ (3+ of homelessness, mental ill-health, substance misuse and violence and abuse) implies reductions in wasteful & duplicative use of over £18 billion in England alone
Return on investment?
• Local programmes are showing average drop in public service use of approximately £50,000 per person per year
• Using government estimates of 363,000 people experiencing severe and multiple disadvantage (at least three of homelessness, mental ill-health, substance misuse and violence and abuse) implies reductions in wasteful and duplicative use of over £18 billion in England alone.
• Broadening out to include all 586,000 who experience severe disadvantage (at least one of the problems listed above) and the potential rises to £37
billion.
• Practical experience of the Liberated Method showed that savings are rapid.
