When our president invites the AI industry CEOs as guests of honor for a lavish state dinner, does that signal that he’s going to hold them responsible? At @whodecidesai.bsky.social, we don’t think so. We need the 2028 Democratic nominee for president to be serious about taking on AI safety risks.

It’s often easier to talk about problems than solutions. Here are four concrete things we can do to regulate AI: 1. Require AI companies to disclose safety incidents 2. Require monitoring to be turned on for all deployments 3. Require data retention 4. Verify chips are in authorized locations

Can AI be taught ethical behavior to help regulate its own actions, or will it always ignore boundaries to achieve its tasks? This is not an easy question to answer, but one thing is certain: we’re not ready to answer it yet.

I’m proud to have led the charge on AI legislation here in New York, along with so many great partners. It certainly hasn’t been easy: the AI industry poured millions of dollars into our state to try and block any real progress against AI safety risks.

It was great to talk with @chrislhayes.bsky.social about the serious AI security breaches this summer, and how we need to respond. The fact that OpenAI didn’t even know that its AI agents were responsible for the Hugging Face hack shows the massive lack of oversight within the industry.

The RAISE Act is just the beginning — Americans are demanding more oversight and regulation of AI. We know the AI industry will try to make this law the ceiling of what’s possible. We also know that right now, politicians in Washington are trying to stop states from ever regulating AI again.

At the A-I Policy Forum’s Politics of AI event, I spoke about the challenges of passing the RAISE Act here in New York. The opposition used scare tactics and blatant lies to try to block this legislation, and we’ve seen that exact same playbook against regulation in other states.

The Hugging Face hacking incident shows that AI is moving faster than humans are able to understand on our own. But as AI models get more advanced, using the same models involved in deceiving humans to police themselves will cause real problems.

In cybersecurity, AI helps hackers, but it also helps you patch your software faster. The bio risk is different: AI can help someone design millions of new viruses, but you can't patch your own DNA overnight. This is exactly why we need stronger guardrails nationwide.

Did OpenAI stonewall Congress while sharing details with the EU? Today, the European Commission confirmed that OpenAI sent them a report on the hijacking of the German wiki. They didn't say when that report was sent, but the deadline to file in compliance with the EU AI Act ran out around July 6.

This isn’t some far-off, science-fiction risk. Researchers have already shown how AI could make it easier to create a pathogen capable of starting a pandemic. Those capabilities are only getting more powerful and harder to control.
