street design determines speed more than posted signage - i think it's perceived savings more than true savings - in a city many factors contribute to how fast you get from point a to point b and maximum driving speed isn't that big of a contributing factor in saving time

these number comparisons for driving time don't mean anything as driving in a city is rarely determined by speed limits but other factors - the true impact between the various speed limits is much lower, but could save lives in case of accidents

personally i favor complete streets with pedestrians and bikes as first class users and cars tolerated at slow speeds - even allowing bikes and pedestrians to share the same space with pedestrians the primary user seems to only slowly get into the american mindset

is it the city or the county? - i get around quite a bit on my bike and while i mostly ride on the street, because there are not enough bike lanes, i don't want to think about the specific rules of every municipality in my neighborhood, so i only use the sidewalk when i absolutely have to
