Anthropic has a pretty good case considering US Central Command reportedly used Claude during the Iran airstrikes hours after the supply chain risk designation was announced. The designated "supply chain risk" was running national security operations in real time.

Common Sense Media and OpenAI "join forces" on a ballot initiative in CA. OpenAI agreed to "stop manipulation through emotional dependency by preventing AI from promoting isolation, simulating romantic relationships, or claiming they’re sentient." Says nothing about sycophancy of course.
