Despite its green narrative, the APRIL Group’s multi-billion-dollar parent company, Royal Golden Eagle, continues to clear vast forests in Borneo, several studies found. This shows a classic greenwashing tactic and an irony, said activists, the threat to the forest is actually the pulp giant itself.

How was such a project greenlighted by Verra in the first place? The answer lies in the methodologies and audit process, which was carried out by an India-based auditor, Earthood. Analysis showed the developer has the flexibility to interpret and apply methodology, yet it lacks rigorous audits.

Even without the carbon project, the forest has been protected by layers of regulations and policies before RER commenced. This further challenges the claim of additionality, the core principle of carbon financing, which means that carbon project must be initiated not because of regulatory mandates

This assumption is highly unlikely, as the historical deforestation trend in the region showed a decline, with no evidence of annual large-scale conversion in past decade. Deforestation on the Kampar Peninsula showed sharp decline from around 2,000-3,000 ha in 2010s to just ha in 2020s

RER assumes that, without the carbon project and the fact that much of the forest is designated as Production Forest by the government, more than 78,000 hectares of peat swamp forest would be converted into pulpwood plantations.

In 2021, RER sought to generate carbon credits through Verra. Using the REDD+ for Avoided Planned Deforestation, It sought to prevent 373 million tons of CO2e emission and generate carbon credits by protecting peat swamp forest from conversion into pulpwood plantations for the next 57 years.

One of the carbon projects being championed is Riau Ecosystem Restoration (RER), run by one of the largest pulp producers in the world APRIL Group. The project consisted of 4 inactive pulp concessions belonging to its subsidiaries, encompassing more than 130,000 hectares on the Kampar Peninsula
