Being a good neighbor is not about expecting something in return every time you share. It’s about helping others as an inherent good in an interdependent world. The Global Europe channel of the next EU budget needs to reflect this reality and choose solidarity over self-interest.

The last-minute withdrawal of conditionality amendments will spare local communities, especially civil society and women’s rights organizations, from harm. The EU’s upcoming long-term budget should continue to choose evidence over ideology and solidarity over self-interest.

Research has consistently shown that the relationship between development and migration is complex and non-linear. Making support conditional on migration control oversimplifies this relationship and diverts scarce development resources away from their intended purposes.
100
ActionAid EU @actionaideu.bsky.social · 16/06/2026
Today’s European Parliament report on development cooperation and migration sends a strong message in light of the negotiations on the next EU budget: development aid should not be conditional on migration control measures.

ActionAid EU @actionaideu.bsky.social · 16/06/2026
The EU should not blur the line between commercial partnerships and development cooperation, which carries specific historical and political weight. And builds trust when done properly. Global Gateway should remain distinct and complementary to EU development cooperation.
000
ActionAid EU @actionaideu.bsky.social · 16/06/2026
Partner ownership must move from language to governance. If Global Gateway is to be relevant, partner priorities must shape decision-making. The voices of communities directly affected by projects must be systematically heard and meaningfully integrated.
100
ActionAid EU @actionaideu.bsky.social · 16/06/2026
Global Gateway still needs a clearer strategic compass. Bringing development cooperation, trade, investment, SDGs and EU strategic interests under one framework does not settle the trade-offs between them. The EU needs a coherent vision of partnership in a fragmented world.
100
ActionAid EU @actionaideu.bsky.social · 16/06/2026
The Council’s Conclusions on Global Gateway include welcome language on human rights, gender equality, local ownership, civil society participation, transparency and accountability. The real test is whether these principles shape project selection, financing and governance.

At the EU Food Justice Forum, one message was clear: food justice cannot be financed through models that see food systems as business opportunities. The EU’s next budget and Global Gateway investments must treat food not as another commodity, but as what it is: a human right. #EUFoodJusticeForum

We break down 4 key priorities we need to see in GAP IV to make this happen:
100
ActionAid EU @actionaideu.bsky.social · 30/04/2026
The EU must strengthen its approach to gender equality by: • Integrating gender across all policies (not just standalone projects) • Funding targeted actions that tackle inequality directly • Working closely with local civil society and women’s rights organisations
100
ActionAid EU @actionaideu.bsky.social · 30/04/2026
Gender equality must be at the centre of EU external action. As the EU prepares its next Gender Action Plan (GAP IV), the stakes are high. Across the world, women and girls are facing rising inequality, shrinking civic space, and increasing climate and economic pressures.

Binding ceilings on blended finance and budgetary guarantees. Transparency and accountability tied directly to how those instruments are used. If it doesn't work for partners, it's not development. #MFF #GlobalEurope
000
ActionAid EU @actionaideu.bsky.social · 28/04/2026
Global Europe should promote dialogues, partnerships and shared priorities with partner countries — not threaten them. What the regulation must deliver: thematic targets including for LDCs, climate, human development, gender equality and civil society.
100
ActionAid EU @actionaideu.bsky.social · 28/04/2026
but only with binding ceilings, genuine additionality, and accountability. Aid conditionality linked to migration should be removed: it conflicts with ODA's purpose, is not based on evidence, and the rhetoric behind it does not match the reality of how development budgets work.
100
ActionAid EU @actionaideu.bsky.social · 28/04/2026
Development budgets are for shared priorities — long-term, mutual, fair. Not for routing public money through financial instruments that primarily de-risk European private investment. Blended finance and guarantees can work —

ActionAid EU @actionaideu.bsky.social · 28/04/2026
The EP voted for a bigger Global Europe — EUR 225bn. This is the right signal on scale, given rising development needs, deepening fragilities, and the climate challenge. Now the question is what the money is actually for.

Rich countries are leaving the Global South behind. Last year, #aid to the #GlobalSouth fell by more than 23%, putting millions of lives at risk. At the same time, they spent more than 9x on defence NATO than #ODA. Dive into the data 👉 www.eurodad.org/2025_aid_dat... 🧵
2025: An Economy of War driving budget decisions

There is a bar chart showing total ODA and EU DAC ODA from 2020-2025. The bars increase from 2020-2023, and then decrease in 2024 and drop suddenly in 2025.

New OECD data shows ODA to the global south fell by 23.1% in 2025 - the largest drop on record. This is putting millions of lives at risk.

In 2025, the 33 EU Member States in the OECD DAC delivered US$86.5 billion in ODA.

This represents a collective 9.8% cut compared to 202 & just 0.42% of their collective GNI.Rich countries are failing on their ODA commitments.
* Only 4 of 24 DAC members met the 0.7% GNI Commitment - Denmark, Luxembourg, Sweden and Norway.
* Just 3 EU Countries met their commitment in 2025.
Meanwhile...

31 NATO members met or exceeded their commitment to allocate 2% of GNI to defence in 2025, including all EU member states*
* Without a standing army, Iceland is exempt from the 2% target.

There is a bar graph showing the progression of NATO spending versus ODA. The NATO graph dwarfs ODA, by the billions.

In 2025, NATO spending was more than 9 times than aid. For EU countries it was nearly 6 times larger

Aid is under attack, let's challenge the status quo!

International development cooperation is at a critical juncture. Preliminary data released in April revealed the largest cuts to ODA in modern times, and even deeper cuts have been announced. But these trends are not inevitable.

As the OECD prepares to set the narrative, civil society must offer an alternate vision for the future of aid.

Join us online for an expert panel to:
* Interrogate the latest trends in the 2025 Preliminary ODA figures
* Centre Global South civil society perspectives
* Discuss actions we can take and where they should be taken
