Boos are seen with the shadow under their eyes whenever they are angry, seen in Super Princess Peach I believe. In Luigi's Mansion, King Boo is seeking vengeance against Mario and Luigi. So I believe his appearance in those games is due to his immense evil and hate towards Luigi and the professor

This is shown to not be the case, as King Boo loses the gem at the end of Mansion 3, yet retains his look when imprisoned. Same thing at the end of Mansion 1! Boolossus has the same eye glow and eye shadow without the influence of the crown. 1/2

Canonically, they are the same guy! Sunshine King Boo was made as a result of Junior's paintbrush shenanigans, while King Boo in MK/MP is just our guy but with a more casual appearance. The gem is also just there for power. He remains the same even without it, lol.

Easy answer: Mario continuity ain't shit half the time. I don't think anyone should really worry about story implications behind King Boo's presence and design in a game just meant to be centered around racing with iconic Mario characters. Oh and, they're literally the same anyways stated official.
