If the IRS determines that de la Rocha is using AltaMed for his private inurement, or AltaMed has engaged in excess benefit transactions with de la Rocha or his family, the agency has discretion to impose financial penalties and even revoke AltaMed’s tax-exempt status.

AltaMed operates one of the largest community health and managed care networks in LA and Orange County, serving over 700,000 low-income patients. It reported over $1.7 billion in revenue in 2024, much of it reimbursed through Medicare, Medicaid, and California's Medi-Cal.

Most states lack an agency responsible for overseeing CPCs, but that doesn’t mean centers aren’t capable of violating the law. If they do, they should be held accountable. The @newyorkstateag.bsky.social told States Newsroom it is investigating CfA’s complaint.

One registered diagnostic medical sonographer who has volunteered for CPCs for decades expressed worry over what she’s seen in the industry. She said many CPC nurses “have good hearts,” but “don’t know what they don’t know” and often leave ultrasound training “knowing nothing.”

This lack of immediate medical oversight may lead unlicensed and undertrained CPC volunteers to pick up the slack and perform medical procedures (and give diagnoses) improperly. There have been documented examples of this causing women serious harm.

CfA also compiled a list of 100 CPCs across 49 states that say their ultrasound services can “rule out” a dangerous ectopic pregnancy. Only a doctor can diagnose whether a pregnancy is ectopic—and it appears many CPCs do not have physicians readily available to do so.

Despite the serious nature of Mr. Sarcone’s conduct, the Grievance Committee wrote only that it “determined there was a sufficient basis for a finding of professional misconduct” against Mr. Sarcone and that it “took appropriate action” against him, without specifying further.
