Dozens of others remain missing, while 82 people—all Ethiopian nationals—survived the tragedy, according to the UN migration agency, IOM.

"Somaliland demonstrates its commitment to cooperating with Ethiopia on the use of the Port of Berbera."|

The Somaliland government has once again underscored the importance it attaches to cooperation with Ethiopia—particularly regarding ports, trade, and maritime access—amid the ongoing diplomatic dispute surrounding Ethiopia's efforts to secure access to the sea.

Somaliland’s Minister of Foreign Affairs, Abdirahman Dahir Adan Bakaal, stated in an interview with Sky News Arabia that Ethiopia is a brotherly nation and a close ally to Somaliland; he noted that this bond strengthens bilateral relations and economic cooperation concerning the use of ports and maritime access.

Ethiopia is a landlocked country, and its leadership has recently spoken openly about the nation's need for maritime access to boost international trade and facilitate the import and export of goods.

The Port of Berbera is one of Somaliland’s most vital economic assets; located on the coast of the Gulf of Aden, its significance is further enhanced by its strategic position relative to international trade routes and regional markets.

"Opposition and Government Trade Serious Accusations."| The Himilo Qaran party, led by former President Sheikh Sharif Sheikh Ahmed, has warned against attacks targeting the residences of opposition politicians in Mogadishu.

A press release issued by the Himilo Qaran party alleged that President Hassan Sheikh is mobilizing forces that take direct orders from him to attack the compounds where opposition politicians reside.

The Himilo Qaran party stated that such a move would disrupt political dialogue and potentially set back the state-building process.

Meanwhile, NISA (National Intelligence and Security Agency) claimed that forces loyal to former President Sheikh Sharif attacked the agency's "civilian protection" units.

"The National Intelligence and Security Agency (NISA) regrets and strongly condemns the attacks and armed actions committed against the agency's civilian protection forces, who were operating in the First Branch of the Gen. Daa’uud Division in the Wadajir District of the Banadir region. These actions involved armed militias taking orders from the former President of Somalia, Sharif Sheikh Ahmed," read a statement issued by NISA.

"The Future Council issues a statement regarding the tension at Sheikh Sharif's residence."

The Somali Future Council—comprising Puntland, Jubaland, and the Mogadishu-based Salvation Forum—stated in a press release that troops have been deployed to the Mogadishu residence of former President Sheikh Sharif Sheikh Ahmed.

The Future Council accused President Hassan Sheikh Mohamud of pursuing a path that paves the way for shedding the blood of those who hold differing views, rather than steering the country toward genuine dialogue aimed at holding a mutually agreed-upon election.

The Council warned of the potential consequences of deploying troops to former President Sheikh Sharif's residence, stating that President Hassan Sheikh Mohamud bears responsibility for that matter.

"Abwaan" absent from the opening of the North-East parliament session The third session of the North-East parliament opened today in the city of Las Anod, taking place amidst a deep rift between the administration's top leaders.

President Abdikadir Ahmed Aw-Ali (Firdhiye) opened the parliamentary session; however, his deputy, Abdirashid Yusuf Jibril (known as "Abwaan"), who is currently in Las Anod, did not attend.

Firdhiye and Abwaan, who have held office for 14 months, have been embroiled in a recurring dispute reportedly stemming from differences regarding administration, constitutional powers, and a lack of consultation between the two officials.

Lawmakers in the North-East administration are divided in their loyalties between the two leaders, and there is an ongoing move by Firdhiye’s allies to oust Abwaan from his position.

"Firdhiye opens the Northeastern administration's parliamentary session; the poet-Vice President is absent."|

The President of the Northeastern administration of Somalia, Abdulkadir Ahmed Aw-Ali (Firdhiye), officially inaugurated the administration's legislative session today, amidst an escalating political dispute between him and his deputy.

The opening session consisted primarily of speeches by administration officials; notably absent was the administration's Vice President, the poet Abdirashid Yosuf Jibril, who had also skipped the cabinet meeting last Thursday.

In the coming days, the parliament is expected to convene to address the process of replacing lawmakers who defected to Somaliland, as well as other agenda items—including a planned motion to impeach the Northeastern administration's Vice President, Abdirashid Yusuf Jibril.

The conflict between the two officials largely centers on power-sharing and the appointment of officials and representatives from the Sanaag region; specifically, it is reported that the Vice President was not consulted regarding the appointment of the commander of the 26th Division, who hails from that region.

"Where will the Egyptian military forces heading to Somalia be stationed."? The Egyptian government has begun final preparations to deploy military forces to Somalia, with Egyptian officers, trainers, and military advisors actively organizing the operation, according to reports by *The New Arab*.

Some Egyptian military units will arrive in Somalia under a direct military cooperation agreement between the governments of Mogadishu and Cairo, while a second contingent will participate in the African Union Support and Stabilization Mission in Somalia (AUSSOM); this plan is part of the defense agreement signed by the two nations in 2024.

Unconfirmed reports indicate that the Egyptian forces will be stationed in the El-Cade area north of Mogadishu—specifically near the Cisiley airstrip, close to the border between the Banadir and Middle Shabelle regions. However, this information regarding the deployment site has not yet received official, independent confirmation. The Egyptian government has not yet officially announced the number of troops it is sending to Somalia, their arrival date, or how the forces will be divided between those joining AUSSOM and those arriving under the bilateral military agreement between the two governments.

"Somalia is facing deep political friction, electoral standoffs, and regional disputes, alongside ongoing security and humanitarian challenges."|

Key Political Developments

• Electoral & Constitutional Deadlock. Opposition figures (including the Somali Future Council and former leaders like Sharif Sheikh Ahmed) strongly reject constitutional amendments pushed by President Hassan Sheikh Mohamud—which extended presidential and parliamentary terms from four to five years—accusing the government of unilateral rule and attempting to rig the electoral architecture.

• Opposition Calls for Unity. Opposition leaders and figures such as Sharif Sheikh Ahmed have recently called for a "united national front" to challenge the federal government's path forward.

• Regional & Clan Friction. Clashes and political disputes have flared across several regional states. South West State forces have engaged in armed confrontations around Baidoa, Galmudug barred the opposition Towfiq party, Hirshabelle and Hiraan faced power-sharing disputes, and leadership tensions have emerged in the North Eastern State (Las Anod) between President Abdiqadir Ahmed Aw-Ali and his Vice President.

• Geopolitical & Foreign Relations: Somalia remains sharply opposed to Israel's formal recognition of Somaliland and foreign military footprint claims in the region, while deepening strategic, defense, and maritime ties with Türkiye (which operates major training facilities in Mogadishu). President Hassan Sheikh Mohamud also recently used his address at the UN General Assembly to press for Security Council reforms and national institution building.

Security & Humanitarian Concerns

• Insurgency and Military Operations. The Somali National Army continues offensive operations against Al-Shabaab and Islamic State elements, aided by international backing, though the transition and future funding of African Union stabilization missions face financial headwinds.

• Humanitarian Aid Politics. The head of the Somalia Disaster Management Agency (SoDMA), Mohamud Maallin Abdulle, recently pleaded with politicians to stop politicizing severe drought, food insecu…

"Somalia reportedly agrees to get Pakistani JF-17 fighter jets as defense ties."

Mogadishu (HOL) — Somalia has reportedly reached an agreement with Pakistan to acquire JF-17 Thunder fighter jets as part of an effort to rebuild its air force, though neither government has publicly confirmed a final procurement deal.

Turkish media outlet TRHaber reported this week that Somalia had agreed to buy the multirole combat aircraft from Pakistan. The report did not specify the number of jets, the value of the agreement or a delivery schedule.

The reported deal comes amid rapidly expanding defense ties between Mogadishu and Islamabad.
A senior Pakistan Air Force delegation led by Air Marshal Muhammad Sarfraz, commander of air defense and deputy chief of the air staff, visited Mogadishu in September for meetings focused on rebuilding the Somali Air Force and developing air-defense capabilities.

Sarfraz met President Hassan Sheikh Mohamud, Prime Minister Hamza Abdi Barre, Defense Minister Ahmed Moallim Fiqi and senior Somali military commanders during the visit. Somali officials said discussions covered personnel training, institutional development, air-defense capabilities and longer-term cooperation between the two air forces.

The Pakistani delegation also visited Somali Air Force headquarters, where officials discussed organizational development, specialized training and strengthening the skills of officers

Somali media reported that Sarfraz presented Somali Air Force commander Brig. Gen. Abdirisaaq Mahmoud Haji with a model of the JF-17 Thunder during the visit.

The meetings followed an Aug. 4 visit to Pakistan by Fiqi, during which the two governments signed a memorandum of understanding on defense and security cooperation. Somali officials said the agreement covered military training, capacity building, counterterrorism and broader defense cooperation.

Earlier reports had suggested Somalia was considering acquiring as many as 24 JF-17 Block III aircraft in a deal potentially worth about $900 million. Those figures have not been confirmed by e…

Jubbaland forces, accompanied by district and regional officials, entered the town—signaling a shift in the administrative and security landscape of Beled-Hawo—at a time when the Federal government had been striving to maintain its hold on the town following the emergence of the agreement between Janan and Ahmed Madobe.

Hundreds of Beled-Hawo residents staged a demonstration to express their support for the Jubbaland administration, demonstrating their backing for Jubbaland and the political changes that have taken place in the town.

Meanwhile, Abdirashid Janan—who had served as the NISA commander for the Gedo region under the Federal government before reaching an agreement with the Jubbaland administration—reportedly departed Beled-Hawo on a military aircraft, heading to Nairobi, Kenya.

The local government made this announcement amidst strong complaints from farmers in the Jibagalle area regarding the demarcation of the airport's reserved land, which they claim has affected them.

"The work of verifying and marking the boundaries of the airport land has been concluded to clarify and protect the airport's property limits," stated a press release from the Garowe Local government.

In 2019, Puntland entered into a memorandum of understanding with a foreign company, Frontier Services Group, to develop the Gen. Mohamed Abshir Airport in Garowe.

However, since that time, the airport has been managed by a local company accused of failing to carry out any actual work, as previously stated by Puntland's Ministry of Airports.

The Commissioner of Doolow District in the Gedo region, Mohamed Hussein Abdi Lafey, addressed the political and security tensions in the region, stating that he would not participate in the conflicts arising between the various political and administrative factions in Gedo.

Commissioner Lafey affirmed that he and his administration are part of Jubbaland and will continue to operate in accordance with that administration's policies and decisions. "Ethiopia angered by a statement signed by the President of Somalia."|

The Ethiopian government has expressed strong displeasure regarding the joint statement signed on October 4, 2026, in New Alamein, Egypt, by Somalia, Egypt, Eritrea, and Sudan. Addis Ababa views certain provisions of the agreement as directly affecting its interests regarding the Nile River and Red Sea security, following the four nations' issuance of a statement addressing regional security, state sovereignty, the Red Sea, and the utilization of Nile waters.

The statement outlined a commitment by the four nations to strengthen political, economic, and security consultation and cooperation, while establishing a permanent mechanism to monitor the implementation and outcomes of future meetings. The leaders emphasized respect for the sovereignty, unity, and territorial integrity of the region's states, as well as the resolution of disputes through dialogue and peaceful means.

Regarding the Nile River, the countries called for adherence to international law concerning transboundary rivers. They particularly emphasized the principle of causing no harm to other nations and insisted that major water-related projects be grounded in prior notification, consultation, and mutual agreement.

This issue is particularly relevant to Ethiopia, given the long-standing dispute between Addis Ababa and Cairo over the management of Nile waters—specifically regarding the Grand Ethiopian Renaissance Dam (GERD). Ethiopian state media has highlighted the government's insistence on its right to utilize its natural resources, whereas Egypt maintains that major Nile projects must not compromise water usage for downstream nations.

The statement also placed significant emphasis on the Red Sea, underscoring the special responsibility of coastal states regarding the security and governance of the waterway; this comes at a time when landlocked Ethiopia has been actively pursuing access to a maritime outlet independent of other countries in the Horn of Africa. The agreement comes at a critical …

The *Honour 25*, which was sailing under the flag of Palau, is owned by Puntland-based businessman Osman Shire Quud; he stated that the vessel was transporting fuel to Mogadishu.

Pirates killed five crew members—three of whom were Pakistani nationals—and injured four others.

"Dispute between Firdhiye and Abwaan." A serious political rift has once again emerged between the President of the North-East administration, Abdikadir Ahmed Aw-Ali (Firdhiye), and his deputy, Abdirashid Yusuf Jibril (Abwaan)—both of whom have held office for a year and two months.

This recurring conflict between the president and his deputy is reportedly rooted in differences regarding administration and constitutional powers, as well as a lack of consultation between the two top officials of the North-East administration.

President Firdhiye returned a day ago from a trip to Mogadishu that had kept him away for several months; his deputy, Abdirashid Abwaan, did not participate in the welcoming ceremony held for him in Las Anod.

Members of the administration's parliament are divided in their loyalties between the two officials; supporters of Firdhiye are pursuing a plan to strip Abwaan of his parliamentary immunity, a move that has prevented the parliamentary session—which has already been postponed several times—from convening.

"Meeting held at the Puntland Presidency on developing services for towns along the main highway."| The Acting President and Vice President of Puntland, H.E. Ilyas Osman Lugatoor, chaired a meeting to accelerate and evaluate the decentralization of education,
health, and water services; the meeting took place at the Puntland Presidential Palace in Garowe.

The meeting focused on reviewing and assessing the implementation of the service decentralization system at the district level—initially piloted in the districts of Garowe, Bosaso, Galkayo, and Qardho. Key areas examined included the implementation of decentralization agreements, outcomes achieved, challenges encountered, and issues requiring attention identified within these districts.

The Vice President emphasized the importance of decentralization in strengthening social services and enhancing accountability, as well as ensuring that basic services reach the public efficiently and at close proximity—particularly by strengthening the district level. He noted that the plan is to soon implement this system across all districts in Puntland. The meeting was attended by ministries responsible for decentralization and social services—such as the Ministry of Interior, Federal Affairs and Democratization; the Ministry of Education and Higher Education; the Ministry of Health; and the Ministry of Energy, Minerals, and Water—as well as the Director General of the Presidency and representatives from the districts of Garowe, Bosaso, Galkayo, and Qardho.

"Hamza Witnesses Agreement Reached by Balanballe and Guriceel Clans."|

The Prime Minister of the Federal government of Somalia, Hamza Abdi Barre, traveled today to the district of Balanballe in the Galgaduud region, where he was welcomed by the President of Galmudug, the Commander of the National Intelligence and Security Agency (NISA), and other officials.

Prime Minister Hamza witnessed an agreement reached between the clans of the Balanballe and Guriceel districts, following years of conflict.

At a large gathering attended by residents of both districts, traditional elders, community leaders, and youth—and witnessed by Prime Minister Hamza, the Galmudug President, and federal ministers and lawmakers—the two clan chiefs, Ugaas Mohamed Ugaas Kayse and Hassan Ugaas Hassan, publicly signed an eight-point agreement that completely brought the existing conflict to an end.

Prime Minister Hamza stated, "It is evident to me from this gathering that both sides are committed to genuine reconciliation, and you have agreed to resolve any violations of the agreement through Islamic Sharia." He added that, in accordance with the agreement, the principle of *Qisas* (retribution) is to be carried out against anyone who kills another person.

Continuing his remarks, Prime Minister Hamza highly commended the agreement reached, noting that it would pave the way for lasting peace and economic development, and ensure the effective delivery of government services to the public now that the conflict has ended.

"Somaliland support strains relations with Mogadishu."| Somali Federal President Hassan Sheikh Mohamud stated that relations between Somalia and the UAE deteriorated after Abu Dhabi
supported Somaliland's separatist agenda, noting that the UAE has actively sought to advance Israel's involvement with the Somaliland administration.

In an interview with Al Jazeera, the Somali President noted that the UAE had long been a key partner for Somalia—particularly in sectors such as aviation, trade, and industry—but later developed close ties with Somaliland; he clarified, however, that diplomatic relations between the two countries have not been severed.

"They sided—not just in a general sense, but specifically—with Somaliland; they aligned with Somaliland’s push to secede from Somalia, and I do not understand the reason for this stance," said Somali President Hassan Sheikh Mohamud. This development comes amidst a significant deterioration in relations between Mogadishu and Abu Dhabi; in January 2026, Somalia announced its withdrawal from all prior agreements regarding port operations, security, and defense, leading to the suspension of certain administrative activities within the country.

The UAE has long-standing commercial and security interests in the Horn of Africa; DP World holds a major agreement with Somaliland regarding the Berbera port, and the UAE has been involved in matters concerning Puntland—including the handling of prisoners in Bosaso—and provides support to thousands of troops in the region.
