The EU has clear interest in stable, prosperous, and sovereign Lebanon. We are backing this with substantial political, economic, and security support. Our new European Union Support Mission to train and advise the Lebanese Armed Forces will be a major upgrade of our security ties.

The 7 October attacks were a barbaric act of terror. Today, we stand with Israel in remembering every life taken and destroyed at the hands of the Hamas terrorists. Our thoughts are with the victims, the survivors, their families and all those who continue to carry the pain of that terrible day.

Russia’s sham Duma elections were an insult to Ukraine, to the Russian people, and to democracy itself. Putin hates democracy because he is threatened by it. That is why – along with destroying civil society and repressing political opposition – Russia meddles in the democratic space of others.

We must further reduce Moscow’s capacity to fund its war, including through its shadow fleet. EU naval Operation IRINI has boarded six suspected vessels in recent months, making it the lead actor in boarding operations. National boarding operations should continue in parallel.

EU Member States have agreed on the terms for releasing €6.6 billion European Peace Facility funds for Ukraine. That’s good news for Ukraine and bad news for Russia. €900 million are for the EU’s Military Assistance Mission for Ukraine. €1 billion will fund new joint procurement of equipment (1/2)

One year ago, 142 countries endorsed the New York Declaration for the Implementation of the Two-State Solution. Our collective responsibility is to demonstrate in practice that two states living side by side is the key to lasting peace for Palestine and Israel, and for the region as a whole.

I met with Iranian Foreign Minister Araghchi on the sidelines of the UN General Assembly. We addressed diplomatic prospects for ending the US-Iran war and fully re-opening the Strait of Hormuz. There were no tolls or fees for passage before the war, and there should be none after the war. (1/2)

Russia bombed civilians at record levels this summer. Yet Russians continued to enter and enjoy the hospitality of European countries. There was broad support today among Ministers to move with an EU visa entry ban for Russian ex-combatants and tougher visa restrictions on Russian tourists.

Russia is hitting Europe with a wave of increasingly kinetic hybrid attacks. Putin wants to scare us away from supporting Ukraine. He will not succeed. To the contrary, we will increase our support, invest in our own defence and plan the most far-reaching sanctions against Russia yet.
