There are a couple of questions in the transfer application that ask whether a parole hearing is scheduled and if the answer is yes, then when. The responses to both questions were redacted under two separate privacy exemptions.

The agency also redacted a section of the application that explained whether there were any “discrepancies” in Maxwell’s security and custody levels, which could have been a factor in the decision to send her to a minimum-security facility.

Another section included a detailed justification for Maxwell’s transfer. One box had a small redaction that explained “past or present behavior and/or management/inmate concerns.” The BOP withheld it all, citing privacy.

One section shows prison officials at the Florida correctional facility included detailed information about Maxwell’s medical status; how she adjusted to her incarceration; her disciplinary history and her relationship with other prisoners.

Maxwell’s name is on the application along with the name of the federal facility in Tallahassee that was holding her. In the top far left corner, a box is completely redacted under the same potential threat to life or safety FOIA exemption.

It is filled out and signed by a case manager and then approved by the BOP manager that oversees the prisoner’s housing unit before it’s sent up the chain for higher level approval.

According to public BOP documents, this particular application is used to justify the transfer of an inmate from one prison facility to another for any number of reasons, which include detaining a prisoner at a correctional institution that has a lower security classification.

The document the Bureau of Prisons released to me is formally titled “Request for Transfer/Application of Management Variable.” It’s dated July 30, 2025. The BOP withheld all of the key information, adding to the secrecy that has surrounded the government’s decisions involving Epstein and Maxwell.

The report also said the analyst’s emails “appear to impart trading advice, ranging from rudimentary impressions of market activity to more specific predictions or insights.”

For example, on Feb. 3, 2025 he sent the former CFTC employee an email advising him to “be ready to pounce on those stocks on your watchlist that have some potential for substantial gains in the weeks and months to come.”

A few months later, on April 1, the analyst advised him to “time to bull [sic] in the reins on U.S. large cap equities” and to “stick to special situations, overseas markets.” A week after that, on April 9, he declared “this is no longer about tariffs... the everything bubble is bursting right before our eyes.”On Dec. 29 the analyst sent an email that said, “increased market volatility and broad U.S. equity indices will see declines in 2026, this is what I conjecture after having consumed several martinis this past week.”

The next morning, the report said, he followed up with a one-line message about where he thought the VIX was headed. His friend wrote back twice — first at 11:04 am, asking “going down / short VIX?“, then five minutes later, ”Long I get it / Yes / January. Sell off.”

On Jan. 6, Michael Brown, a senior adviser to Treasurer Beach sent an email to top officials at Treasury and BEP requesting a mockup of the existing $10 design that would feature the twin signatures of Trump and Bessent.The director of the BEP at the time, Patricia Solimene, responded to Brown about an hour later.

“Please find the attached with mockup signatures for all NXG notes,” she wrote, referring to the family of paper currency introduced in 2003 with enhanced anti-counterfeiting features. “This was provided to Treasury 16 October 2025 … BEP designs, tests, and manufactures notes in accordance with identified requirements by the” US Secret Service, Federal Reserve Board and the Treasury Department. She attached a pdf file to her email, “All notes with new signatures_4.pdf,” which BEP withheldA minute later, Solimene forwarded her email to two Federal Reserve Board officials at the Division of Reserve Bank Operations and Payment Systems.

The emails also show that then-Deputy AG Todd Blanche and one of his deputies, Emil Bove, worked on a final version of the statement, which the DOJ released on July 6, 2025. It said the FBI and DOJ determined that “no further disclosure” of the Epstein files would be “appropriate or warranted.”

The documents highlight some tension over a joint statement about the decision not to release Epstein files last summer that the DOJ and FBI had started to draft. In one email, dated June 24, 2025, under the subject line, “Epstein DOJ memo,” then-Deputy Director Dan Bongino wrote to Patel:

The OPM FOIA portal was down for so long, I opened a support ticket with the vendor, Opexus (a company that has over $50 million in federal contracts). Thirteen days later, they fixed the bug.

Chase’s account was stuck in a so-called filter bubble, an online echo chamber that pumped out repetitive content the algorithm predicted he’d want to watch. There he received an “onslaught” of suicide and self-harm content, according to the document.
