City did make available their online bank account, which went back 12
months to the spring of 2013, but that did not cover 2012 or most of the 2013
financial year, which together constituted the first accounting period of
Uefa's FFP regulations.

City are understood to have replied that the paper bank statements were not
accessible to the club's management at the time the consultants came to
Manchester. The club's hierarchy suggested to Uefa that the consultants
could have made further requests for statements before highlighting that
they had not been provided.

The consultants are also understood to have reported to Uefa that some
multimillion-pound sponsorship contracts with Abu Dhabi companies had
not been signed. City dismissed that as an issue, telling Uefa that they also
had contracts with non-Abu Dhabi sponsors which had not been signed, and
that it was clear the deals had been done because the sponsorships were
being fulfilled.

Oh look, they do the same thing.
The club risked severe sanctions for the scale of its deficit including possible
exclusion from the Champions League, yet a controversial settlement was
agreed in May 2014. City vehemently objected to the process and the
conclusions, and were seriously threatening legal action against FFP, arguing
that the break-even principle could be considered unlawful.

The guy who personally brokered the shit deal that let City escape all punishment was none other than FIFA peace prize maker-upper, king of corruption, and the guy who sold the world cup to Saudi Arabia and Abu Dhabi, Gianni Infantino.
The "adjudicatory chamber" of Uefa's Club Financial Control Body (CFCB) is
understood to be hearing the charges made against the club this week.

If its panel finds the charges proven it could ban City from the Champions
League, the trophy the club has most coveted since the start of Mansour's
£1.3bn project and transformational 2016 appointment of Pep Guardiola as
manager. City are certain to appeal against any adverse finding to the court of
arbitration for sport.

In 2014 European football's governing body was led by the now Fifa
president, Gianni Infantino, and leaks published in 2018 by Der Spiegel
appear to show he was personally involved in the settlement.

Oh this is the good stuff. The REASON UEFA weren't able to punish City is because they settled with City in 2014 (a settlement City broke) and when they opened the investigation again in 2018 they only had one year before the statute of limitations would run out. Guess who brokered the settlement?
The findings against City were made by consultants appointed by Uefa in
spring 2014 to delve further into the accounts the club submitted. The
Guardian can reveal Uefa concluded City had made losses totalling
approximately €180m in 2012 and 2013, vastly exceeding the €45m FFP
maximum deficit allowed, provided those losses were covered by an owner.

Uefa's first inquiry into City over FFP has been known about for six years. So
too has the deal which City eventually and reluctantly agreed with Uefa to
limit their transfer spending. But the detail of the process, revealed today by
the Guardian, has never officially been made public.

The Guardian understands that within Uefa there were people who believed
the regulations should have been more strictly enforced in 2014 and one staff
member working on FFP is said to have left shortly after the settlement was
agreed.

The only precedent for such a project is Chelsea, whom Roman Abramovich
bought in 2003, giving him a five-year start on Mansour. Yet with more than
£700m spent since, Chelsea have still not made it to breaking even despite
the famous promises of Abramovich's former chief executive, Peter Kenyon.
So City's chances of succeeding depend heavily on making valuable first-
team signings and nurturing academy successors, in a football operation
overseen at the Carrington HQ by Brian Marwood.

governing body that City's new regime is also taking care of the club's fans,
culture and "soul", and, financially, does plan to become sustainable.

SURPRISE! They did not in fact comply. This was actually when they started emailing each other about how they weren't going to comply in the least.
City's chief executive, Garry Cook, and chief financial and administration
officer, Graham Wallace, both said the club plans to comply. Their strategy is
to propel City to the top, make more money from the TV and commercial
boost the Champions League avails and gradually bring wages down by
replacing ageing galacticos with graduates of the academy, on which City are
also spending a fortune.

"Player acquisitions on the scale we have seen in recent transfer windows
will no longer be required in the years ahead, now that we have such a deep
and competitive squad," pledged Cook in the annual report.

"We expect our financial performance to position us to be compliant with
financial fair play when the regulation starts to come in," states Wallace,
formerly the chief financial officer for the sports media business IMG.

They didn't meet UEFA FFP, they violated FFP in every conceivable way, and got away with it because the statute of limitations ran out.
ince Manchester City released last week's not very shocking
bombshell, that Sheikh Mansour of Abu Dhabi's vast spending on the
club had financed a loss of £121m, the football world has been asking
a very specific question. How can a club whose owner is indulging
losses on that scale possibly meet Uefa's "financial fair play" requirement
that within four years clubs in European competition must be close to
breaking even?

Huh, looks like even Pep was caught up in City's BILLION DOLLAR CHEATING
During the 2017-18 season, Pep Guardiola's second in charge of the team, City recorded
£145.73 million ($192.4m) in commercial revenue, with only £11 million ($14.5m) paid by
sponsors and the remaining £134.73 million ($178m) paid by the owners, which is against
Premier League rules.

Not a fan of Barney Ronay's writing style but this paragraph absolutely nails the problem with the Premier League.
It is also important to remember that English football hovers like a locust
cloud over every other league. The reeling-in of talent and expertise is
hugely destabilising. How are you supposed to feel in Germany or Belgium
about the fact City and Chelsea have between them spent more than £3bn on
transfer fees, all of which is now tainted, apparently put into circulation by
something other than a legitimate sporting project?

Net Spend 2020-present These numbers will probably change in January. It's deeply funny that Spurs have the highest net spend over the last 6 seasons and have barely escaped relegation for two consecutive seasons. Man U have also been wasteful while Arsenal have spent to accumulate.

Player Sales 2020-present Chelsea again lead the way here with 1.6bn Euros in sales which is 500m more than 2nd place Man City and 1.2bn more than Arsenal. That's 200m more PER SEASON in player sales than Arsenal have made. It's probably reasonable to wonder if something shady is going on here.

I found it! The dumbest post you'll read today! It's so fucking dumb that I intentionally removed the poster's handle and refuse to link to him so that his fucking insanity doesn't spread. Speed cameras are a huge boon: they enforce the law, increase safety, and REMOVE THE USE OF DEADLY FORCE.
"I'm not oipposed to the use of  flock cameras for solving muirders or prosecuting gangs that break into famous athletes houses while they're on the road. I am opposed to speed cameras that punish me for a lead foot like I'm a fucking lemming. I view that speed limit as a guideline."
